Pursuant to Council direction at the first public hearing on October 20, the ppropriate HUD documents have been prepared and are attached. Therefore, it is my ENDATION: That the Council Cond~ct the public hearing and adopt resolution approving the amendment to the Bloc Grant program and authorizing the Mayor to sign the documents. BOARgS/COMMISSIONS RECOMMENDATION: Citi~en participation meetings were held and the public was notified in accordance with the City's Citizen Participation Plan for Block Grants. DISCUSSION: At t e Council Conference on October 8, and again at the Council meeting of October 20, a to al of eight projects were presented, and five were recommended by staff. The five projects, as approved by the Council are: Central Drainage Basin: $40,000 Complete the concrete drainage improvements in the alley behind La Bella Pizza between the parking lot and "G" Street (central drainage basin system). Community Housing Improvement Program (CHIP): $30,611 Add funds to the Community Housing Improvement Program (CHIP). Over 58% of the available funds for 1981-82 have been expended in the first quarter ending September 30. Economic Development Revolving Fund: $100,000 Create a revolving economic development fund to finance public improve- ments which will facilitate economic growth. The fund would be reimbursed through assessment districts. Starlight Center Construction Assistance: $72,000 Help construct an expanded facility for the South Bay Chapter of the Association for Retarded Citizens. Continued Form A-~13 (Rev. 11/79) Page 2, Item 5, 5a Meeting Date 11/3/81 Harborside School Park Construction: $125,000 Construct a neighborhood park at Harborside School, similar to the ones at Vista Square, Feaster and P1ueller Schools. With ~doption of this resolution, the required documents will be submitted to HUD for a proval. FISCAL IMPACT: The ntire $367,611.21 being reallocated was budgeted for FY1981-82. Reallocation will have no fiscal impact. DKG:a %06~% r • (• ~. i . $367,000 IN BLOCK GRAfdT FUNDS will be the subject of two Public Hearings on October 20 and November 3, 1981 at 7:00 p.m. in the Council Chambers, 276 Fourth Avenue, Chula Vista. The funds are proposed to be reallocated to the following projects: Harbors'ide School Neighborhood Park $125,000 Economic Development Revolving Fund 100,000 Association for Retarded Citizens 72,000 Central Drain Improvements 40,000 Community Housing Improvement Program 30,000 Anyone wishing to suggest alternate projects or otherwise participate in the hearing is welcome.
