In Augus 1976, the City Council placed maximum vacation. accrual limits on City employees.
In recen years, the maximum limits have created difficulties for some employees on extended
sick le ve. The Civil Service Commission has examined the rules covering maximum vacation
accrual limits and eligibility for sick leave and vacation use, and determined that these two
rules c n be in conflict. A revision of subsection (e) of Rule 2.02.6.2. was proposed and
brought before Council on September 22, 1981. Council requested further clarification of
when an exception would be granted. The Civil Service Commission has reviewed this request
and inc rporated a clarification into the proposed rule revision. Therefore, it is my
RECOMME DATION: That Council amend Civil Service Rule 2.02.B.2.(e) to allow for accumulation
over the maximum limit in certain cases of sick leave use (see attached).

RECOMME DATION: At its meeting of October 8, the Civil Service Commission voted unanimous y
to recommend that Civil Service Rule 2.02.B.2.(e) be amended to allow for
accumulation over the maximum limit in cases of sick leave use attributed
to work related illnesses or injuries or off-the-job illnesses or accidents
requiring absences from work of four days or more. Approval for exceeding
the maximum limit ~~ill only be approved on a case-by-case basis by the
Civil Service Commission.
