At th October 6, 1981 meeting, Council directed staff to prepare a Resolution
forma izing a sister-city relationship between Chula Vista and the city of Odawara,
Japan It is therefore my
RECOMMENDATION: That the City Council adopt the resolution.
INTERNATIONAL FRIENDSHIP COMMISSIOid RECOMMENDATION: Concur.

At the arch 17, 1981 City Council meeting, Mayor Hyde advised that the Mayor of Odawara,
Japan is Saburo Muraoka of this City) has shown interest in establishing a sister-city
relati ship with Chula Vista. Mayor Iiyde submitted this information to the International.
Friend hip Commission (IFC), and the Commission has been discussing this proposal for their
past s eral meetings. In a letter to the Commission Chairman dated July 8, 1981
(attac ed), the Mayor of Odawara formally requested a sister-city affiliation with
Chula ista, stating "their sister-city committee and City Council" concurred with his
recomm dation. The Commissioners, at their July 27, 1981 meeting, designated Mr. Niek
Slijk f the Chula Vista Chamber of Commerce, as an official Commission representative
to vis't Odawara during his trip to Japan. At the September 28, 1981 IFC meeting,
Mr. S1'jk reported on his visitation to Odawara. The Commission also reviewed the latest
corres ondence from Odawara (letter dated September 14, 1981 is attached). It is,
theref re, the
IZdTERN TIONAL FRIENDSHIP COMMISSION RECOMMENDATION - that the City of Chula Vista proceed
with f rural affiliation procedures to obtain the City of Odawara, Japan, as the City's
third 'Sister City".
DISCUS ION
The Co fission Secretary made contact with the West Coast Office of Sister Cities Inter-
nation 1, immediately following the 9/28/81 IFC meeting. ?hrs. Sharon Helberg, Executive
Direct of that office, indicated that Sister Cities International (SCI) will assist the
City w'th formalization of this new affiliation, should the Council vote to accept the
IFC's commendation. SCI will provide two "Charter" certificates, one for each city,
and a presentative of the West Coast Office will be in attendance at the formal ceremony,
9.f sct~e ules permit. The Commission has also requested a copy of a draft resolution of
affili ion from SCI, to assist staff in the preparation of necessary document(s).
The Ma r of Odawara, Japan, has indicated his wish to travel to Chula Vista for the formal
signing of papers. A member of the Commission, Julita David, will coordinate various
ceremon'es and events with dignitaries of the Pan Asian community in the San Diego area.
Pir. Nie, Slijk has reported to the Commission that there are similarities between the
two cites (i.e., both cities front the ocean; however, Odawara has an "active hotel/resort
area in luding hot springs"). Mr. Slijk states the Mayor of Odawara is extremely anxious
to for lize this relationship. It is suggested that a telegram be sent to Odawara when
formal ouncil action is taken.
