The EPA has im posed a requirement that the Metropolitan Sewerage
System, including each of the participating agencies, im plement
an ind ustrial pretreatment program so as to minimize industrial
loadings imposed upon the Metro system. The program involves
permit issuance, investigations, sampling, analysis and, if
necessary, enforcement procedures. The City of San Diego is
staffed to perform all of those functions and has offered. to
provide services, other than enforcement, to the member
agencies.
In order to create a practical integrated program for the total
Metro System, it is also necessary that each of the agencies
involved utilize essentially similar regulations and/or
ordinances relating to industrial wastes and/or the pretreatment
thereof. It is my
RECOMMENDATION: That the City Council
1. Authorize performance of monitoring functions (except
"enforcement") by the City of San Diego.
2. Express its intent to adopt such regulations or ordinances
as necessary to achieve compliance with City of San Diego
and/or Environmental Protection Agency requirements relative
to the industrial pretreatment program.
3. Authorize execution and submission of a letter to the City
of San Diego verifying Council approval of items 1 and 2
above.

The Clean Wate~t of 1977 established national pretreatment
standards for industrial discharges. It also created the
requirement that agencies operating sewage treatment plants

(i.e., the Metro System) implement a system of industrial waste
permits, pretreatment requirements, sampling, analysis, etc.
sufficient to assure that industrial discharges met the
established standards.
San Diego has during the last two years developed the necessary
methodology to meet the Federal requirements. In the process it
has been determined that some 1,800 industrial users served by
the Metro system handle waste of such volume or potency as to
require issuance of an industrial waste permit.
The program will require both self-monitoring and agency
monitoring. Analysis of the com Alex, numerous and varied samples
must necessarily be performed by qualified industrial waste
personnel. Chula Vista has no such people on its staff. The
alternative to local performance is to have the work performed
under contract. The City of San Diego is already staffed and
equipped to perform such work. They have performed such work for
us on a much smaller scale in the past.
During the forseeable future, I believe it to be in this agency's
interest to contract such work to the City of San Diego. Costs
can properly be charged against the Metro System Maintenance and
Operations account (225-2250-5203). Future ordinances, to be
adopted by Council, will have proposed user fees to defray the
costs of the monitoring program. Failure to designate San Diego
for this work will result in an EPA requirement that the City
develop its own staff and program to accommodate the pretreatment
program.
Chula Vista is obligated under the Metro Sewer Agreement to meet
the discharge requirements of the City of San Diego. As part of
the industrial pretreatment program San Diego has, of necessity,
developed new, more stringent regulations and ordinances. Per
our contractual obligation, and in order to comply with EPA
requirements it will be necessary that Chula Vista adopt
regulations and ordinances in conformity with those of San Diego.
The EPA requires that each of the satellite Metro system
participants submit written acknowledgement (to San Diego) of its
intentions in regard to contracting with San Diego and in regard
to adopting appropriate regulations and ordinances. Such
acknowledgment will be submitted by me upon approval of my
recommendation.
Since we expect only a few industrial waste permits in Chula
Vista (under 50), I believe it would not be productive for us to
staff up with the specialized personnel for this work. ~.~~,~_~,
