At their eptember 22, 1981 meting, Council directed staff to prepare a Resolution approving
an agr t for the City to accept a Conversational Exercise Trail as a gift from Bay
General H spital and to install and maintain this trail in the Library Park. It is my;
RECOMMEND TION: That Council Approve the Agreement.

FISCAL Il"I~ACT:
The trail can be installed by City forces in the Library Park for approximately $1,000
($500 l r, $500 material). Bay General Hospital agrees to pay half the $500 material
cost. ds for the remaining material costs are available in the Parks Maintenance

Exercise Trail

At the Se tember 9, 1981 meeting, Council considered a resolution for the City to accept
a Conyers tional Exercise Trail as a gift from Bay General Hospital. Staff was directed
to look at the possibility of using the Library Park for the trail location and to make
a report egarding City Liability for the trail.

RECOMMEND~ITION: that Council
1 Accept this report
2 Approve the Resolution accepting the Trail as a gift, to be installed
in Vista Square Park
3 Direct the City Attorney to make appropriate Resolution changes, if required,
based upon site selection
BOARDS AN COMMISSION. RECOMMENDATION - The Parks and Recreation Commission, at their meeting
held 9/17 81, voted 4-0 that after review of the various options and discussing the
sentiment of the City Council (as contained in the Council minute excerpt of 9/8/81),
the Commi Sion reiterates that first priority be given to Memorial Park. Second priority
is for us of the Library park for this activity.
DISCUSSI01~
The Libra y Park was surveyed as a site for the Conversational Trail and found to be a
satisfact ry site in terms of being able to fit the Exercise Trail into the park area.
However, rom the standpoint of the trail having the widest appeal for all age groups,
my prefer nce is the Vista Square Park.

RE: Risk Reduction for Proposed Conversational Exercise Trail
I regard to the City's liability exposure in installing a conversational
e ercise trail in a City park, it is the opinior, of the risk management staff,
A sistant City Attorney, Carl Warren & Co., and the City's insurance broker,
C uck Shippey, that the liability to the City would be very minimal if no
d ngerous conditions exist, and the course is used in the proper manner for
w ich it was intended. However, it will be essential that proper and regular
m intenance of the trail be made in order to avoid creating a dangerous con-
d tion. Special attention should also be made to insure that the course is
c nstructed according to the manufacturer's specifications. Liability would
b no different than the liability for any other exercise equipment owned
b the City.
T e City of San Diego has a trail in Balboa Park. Their risk management
d vision states they have never received a claim in the five years the trail
h s been in existence.
T~e following three recommendations should be adhered to in order to keep
t e City's liability to a minimum:
A regular maintenance schedule should be established and followed.

If -the conversational exercise trail is advertised in any way, it
should not imply that the trail is meant fora specific group of people
(i.e., people over 40 with cardio-vascular problems). Instead, it should
be stated that the trail may be used by people of all ages. It could
be stated that it is especially beneficial for older individuals as a
form of slow basic exercise. It is our understanding that Bay General
Hospital plans to use the trail as part of their cardiac rehabilitation
program. If they wish to refer their patients to the trail under their
instructions, they should be free to do so. However, we should not
recommend anyone use the trail. If staff discusses the trail with a
potential user, the user should be reminded to secure doctor approval
before use.

The following should be posted with the written instructions at the
beginning of the trail: "All persons should consult their physician
before using this trail."

Agi a (SCCOA) for the proposed senior obstacle course in Memorial Park. Your
oen rosity in this gift of preventive medicine for the elderly is commendable.
We feel strongly that the proposed course location will bring together the
sen or services, recreation and health. Effective social service delivery,
soc alization, and good exercise are truly, preventive medicines.
We are particularly concerned with the linkac= and networking that can be
cul ivated from the two information centers -- Senior Information and Referral
Cen er and Bay General Health Information Center; and the elderly community.
The e is a need for more effective networking of the three in pursuit of a
bet er life for the elderly.

The Chula Vista Senior Citizens Club fully supports the "Game Field"
oncept of exercises and would be most interested in participating in
his form of mild exercise in conjunction with our early morning walks.
At one time we considered a course of this type at Norman Park but
eel it would be better utilized at Memorial Park by the Seniors and
eneral public. _ .
We would be happy to incorporate this exercise course into our
~gular program to benefit the seniors general health.

The Exercise Circuit for Seniors, we recently discussed,
Nu`~tends such a benefit in maintaining good health through proper
exercise that I wish to be counted as one of its' proponents. It is
my-feeling that Memorial Park in Chula Vista would be an ideal location
for this facility, for not only the population in this area mostly is in
the "senior age group", but both Norman Park Center and the Chula
Vista Senior Service Center are withing easy walking distance,
Your organization is to be highly commended for
consideration of such a facility which could well mean a decrease
of patients for hospital services, people in good health having little
time for chronic complaints. Thank you, best wishes for your
