COMMENDATION: Place Ordinance on First Reading /COMMISSION RECOMMENDATION: N/A SCUSSION: t has always been the intent of the City Council in the regula- • ion of cardrooms Ito provide some reasonable recreational activity or those who desire to play card games of skill for money in the ity of Chula Vista. owever, it has always been understood that cardroom operations ould remain on a relatively small scale to insure that while roviding such recreational outlet, that they would not develop 'nto any unmanageb!,le gambling operation which could exert an undue 'nfluence in the cpmmunity. It has recently been pointed out that xisting cardroom pperators engaged in a joint effort to submit a umber of ap plica~tions for the one available cardroom license in clear and obvious attempt to maintain an exclusive if not onopolistic control over the cardroom operations in the City of hula Vista. n order to clarify the long standing position of the City ouncil, amendments to the cardroom licensing ordinance have been repared which wound prohibit any interlocking or joint interests n two or more cardroom operations. The amendments would prohibit multiplicity of alpplicants all deriving their financial backing rom a common source and would insist that each cardroom licensed n the City of Ch~}la Vista be totally independent from any other ardroom in the Ckty. The Council has expressed the belief that uch a process would insure that cardrooms remain low key and a mall scale recreational activity which would not become involved ith nor contribute to any potential criminal activities in the • ommunity nor would they exercise any undue influence as referred o hereinabove. ?ISCAL IMPACT: N/A Form A-h 13 (Rev. 11/79)
