T e Environmental Impact Report for the Bonita Glen Specific Plan (EIR 72-2)
i dicated a traffic signal would be needed at Bonita Road/Bonita Glen Drive as
m tigation for the development of the property shown on Figure 1.
T e installation of this signal will improve the potential development of the
p operty.
T e attached agreement provides for the installation of the signal at the
d veloper's expense. The agreement also outlines a plan for reimbursement of
t ese costs to the developer as the properties i n the benefi t area develop.

R COMMENDATION: That Council approve the attached agreement with "805
P operties" for construction of a traffic signal at Bonita Road and Bonita
• G en Drive.
D SCUSSION:
nita Road is a 64' wide arterial with an average daily traffic volume of
300. Bonita Glen Drive is a 40 foot wide collector with an average daily
affic volume of 2300. At present this intersection falls short of
rranting a traffic signal. The development of the Bonita Glen Specific Plan
11 generate 6600 additional trips per day. EIR 77-2 (Bonita Glen Specific
an) includes the installation of a traffic signal at Bonita Road/Bonita Glen
ive as a mitigating measure for these additional trips.
e of the conditions for developing the "805 properties" parcel is the
stallation of a raised median island on Bonia Road from I-805 to Bonita Glen
ive. The purpose of the median is to prevent left turns into and out of
jacent properties. Because of this median, vehicles from south bound I-805
st make a "U" turn at the intersection of Bonita Road/Bonita Glen Drive to
in access to the development. Also the driveway to the development will be
ght turn in/right turn out only. The traffic signal will provide a
otected phase for left turns/"U" turns on Bonita Road.
nder normal circumstances, the City would install this signal, when
arranted, after the development is completed and finance the cost from the
raffic Signal Fund. Because the signal will enhance the development
otential of the property, the developer has agreed to pay for the signal
• nstallation. The City will then reimburse the cost of the signal from any

tr ffic signal fees collected in the signal benefit area. At such time as the
si nal is warranted and reaches the top of the priority list, the City would
re mburse any remaining cost from the Traffic Signal Fund, if funds are
av ilable.
FI ANCIAL STATEMENT: The traffic signal will cost between $45000 and $57000
wh ch will be paid by "805 Properties" and reimbursed when the properties in
th benefit area develop and pay their traffic signal fee or when the
in ersection meets the City's signal warrants.
FI~CAL IMPACT: The annual electrical cost for operating the signal will be
ap roximately $2,880.
