RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ESTABLISHING AND ADOPTING A COUNCIL POLICY
RELATIVE TO THE LIMITATION OF TERMS FOR COUNCIL
APPOINTEES TO ALL BOARDS, COMr'IISSIONS, ADMINISTRATIVE
AND LEGISLATIVE BODIES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Charter of the City of Chula Vista was
amended on November 3, 1970 establishing a maximum of two con-
secutive terms for any appointee to a board or commission in
the City of Chula Vista, and
WHEREAS, said Charter restraint is applicable only to
those boards and commissions established in the Charter of the
City of Chula Vista or by ordinance of the City Council, and
WHEREAS, it is desired to apply said limitation of
terms to all boards, commissions, administrative or legislative
bodies of agencies not created by the Charter or ordinance of
the City Council, but to which the Council has the power of
appointment.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Chula Vista does hereby adopt Policy No. 000-04B
marked as Exhibit "A", attached hereto and incorporated herein
by reference as if set forth in full.

BACKGROUND
Article VI, Section 602 of the Charter establishes the following
limitation on terms of persons ax~nointed to boards and commissions
by the City Council:
Members of such advisory boards and commissions shall be
limited to a maximum of two (2) consecutive terms and an
interval of two (2) years must pass before a person who
has served two (2) consecutive terms may be reappointed
to the commission upon which he had served; provided,
further, that for the purpose of this. section, an ap_noint-
ment to fill an unexpired term of less than two (2) years
in duration shall not be considered as a term; however,
any appointment to fill an unexpired term in excess of
two (2) years shall be considered to be a full term.
Such an expression of the will of the people affecting not only
board and commission members, but the City Council members them-
selves, should be equally applicable to any and all appointees
of the City Council to boards, commissions, administrative or
legislative bodies to which the Council makes appointments.
PURPOSE

Establishing a policy limiting appointees of the City Council to
boards, commissions, administrative or legislative bodies to two
consecutive terms.
POLICY
The City Council hereby establishes a policy in accordance with
Section 602 of the Charter of the City of Chula Vista of limiting
any appointees to any board, commission, administrative or legisla-
tive bodies, e.g., the governing board of the San Diego Unified Port
District, to two consecutive terms and requiring that at least two
years elapse before a person who has served two terms may be re-
appointed. In the event that the term prescribed for the office is
less than four years, it shall nevertheless be considered a full term
and the two consecutive term limitation shall be applicable, provided,
however, an appointment for a beriod of less than fifty percent of
the prescribed term of office shall not constitute a term and the
limitation shall only apply to two successive reappointed terms.
