RESOLUTION OF THE CHULA VISTA REDEVELOPMENT
CORPORATION APPROVING A TWO-YEAR WORK
PROGRAM FOR THE E STREET TRANSIT ORIENTED
DEVELOPMENT SITE
WHEREAS, in August 2009, at a Joint Meeting of the Chula Vista Redevelopment
Corporation ("CVRC") and the Chula Vista Redevelopment Agency ("Agency"), staff was
directed to explore options for redevelopment; and
WHEREAS, in September 2009, thirteen members of the Urban Land Institute ("ULI")
convened with staff and other public agency representatives to analyze the development potential
for the E Street Transit Oriented Development Site ("Site"); and
WHEREAS, in December 2009, the 5-yeaz Redevelopment Imp]ementation Plan was
approved by Council, which included a list of catalyst projects -among them, the E Street
Transit Oriented Development Site; and
WHEREAS, in March 2010, the report entitled, "Transit Oriented Development Site
Recommendations - E Street Trolley Station," was completed. One of the key considerations
and greatest challenges in developing the site is the transit center, as studies are underway that
recommend grade sepazating the light rail track and E Street and relocating the station farther
south; and
WHEREAS, in August 2010, ULI members presented the results of their report at a
CVRC Workshop, detailing the Preferred Concept Plan and emphasizing the importance of
creating a place that leverages location adjacent to the transit center and of defining what that
center will look like in the future; and
WHEREAS, at the conclusion of the Workshop, CVRC directed staff to come back with
a plan for mazketing the former City corporation yard; and
WHEREAS, staff has drafted amulti-step two-year process to prepaze the site for
redevelopment at the end of which the site may be mazketed to developers; and
WHEREAS, the two year work plan will primarily consist of forming an interagency
team to accomplish the following tasks:
A. Finalize the preliminary design for a new E Street Trolley Station that is grade separated;
B. Identify funding opportunities for engineering design and environmental document
preparation and certification;
C. Elevate the priority of the E street Trolley grade separation to ensure that it is competitive
for regional funding;
D. Create new development envelopes/parcels that facilitate redevelopment of the E Street
Transit Oriented Development site;

E. Indentify public open space and pazking facilities for the Transit Center with input from
the public.
WHEREAS, The Environmental Review Coordinator has reviewed the proposed project
for compliance with the California Environmental Quality Act (CEQA) and has determined that
the project qualifies for a Class 6 categorical exemption pursuant to Section 15306 [Information
Collection] of the State CEQA Guidelines because the proposed action involves approval of a
two-year work study program leading to an action which a public agency has not yet approved,
adopted or funded. Thus, no further environmental review is necessary; and
WHEREAS, staff has reviewed the property holdings of the CVRC Directors and has
found no property holdings within 500 feet of the boundazies of the property which is the subject
of this action.
NOW THEREFORE BE IT RESOLVED, that the Chula Vista Redevelopment
Corporation approves the two-yeaz workplan for the E Street Transit Oriented Development Site.
