RESOLUTION NO. 15413
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE EASTLAKE III GENERAL
DEVELOPMENT PLAN
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, this item involves the consideration of a
General Plan Amendment and Planned Community Zoning for EastLake
III, a 1030 acre portion of the 3200 acre EastLake Planned
Communityt and
WHEREAS, the General Plan amendment (100+ acres) applies
only to the portion of the site in proximity 'to the Olympic
Training Center site, and
WHEREAS, the remaining 930 acres is consistent with the
adopted General Plan, and
WHEREAS, the Planned Community Zoning pertains to the
entire 1030 acres, including the Olympic Training Center site and
~ ~neral Development Plan is included in the request for Planned
C~,~lmunity Zoning, and
WHEREAS, on November 8, 1989, the Planning Commission
recommended denial of the EastLake III General Plan Amendment
(6-0), and
WHEREAS, On November 29, 1989, the Planning Commission
considered modifications offered by the City Council at its
November 21, 1989 public hearing and recommended approval of the
EastLake III General Development Plan (6-0), and
WHEREAS, the City Council at its November 21, 1989
meeting adopted Resolution No. 15409 certifying Final
Supplemental Environmental Impact Report EIR-89-9 for this
project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve EastLake III General
Development Plan for 1767 dwelling units based on the findings
set forth in Attachment 1, attached hereto and incorporated
herein by reference as if set forth in full, and subject to the
following conditions:
1. A 25-foot wide trail within the open space corridor
shall be added to the General Development Plan along the
length of Wueste Road to accommodate future bicycle
riders and joggers/walkers.

2. A plan for protecting Otay Reservoir from urban runoff
and/or sewage contamination shall be approved by the
City Engineer prior to the issuance of grading or
building permits.
3. Plans for providing transit service to the project shall
be subject to approval of the Transit Coordinator.
4. All proposed park, open space and trail plans shall be
approved by the Director of Parks and Recreation.
5. The OTC shall be subject to SPA Plan and Precise Plan
approval.
6. The school sites, locations and configurations shall be
acceptable to the respective school districts and
agreements satisfactory to the districts shall be
consummated prior to project construction.
7. Fire, police and library service shall be in accordance
with City standards and/or agreements consummated prior
to construction.
8. The applicant shall prepare Open Space Concept Plans for
Salt Creek Open Space Corridor land Upper and Lower Otay
Reservoir Open Space Corridor in conjunction with any
subsequent planning applications submitted to the City.
9. Setbacks along Telegraph Canyon, Wueste Road and Orange
Avenue shall be a minimum of 50 feet and shall be
landscaped to the satisfaction of the City's Landscape
Architect.
10. A visual analysis of the viewshed from Lower Otay
Reservoir with specific measures such as contour grading
and landscaping to preserve landform and protect views
shall be part of the SPA Plan submittal.
11. The General Development Plan text shall be amended to
delete references to lot sizes within the residential
land use categories.
12. Development of the EastLake III project, excluding the
OTC, is assumed to start in Increment 5 of the
Transportation Phasing Plan. Any development of
EastLake IIIt other than the OTC, prior to Increment 5
as described in the Transportation Phasing Plan shall
require additional traffic analysis to the satisfaction
of the City Engineer.

13. The open space acreage contained in the EastLake III
General Development Plan shall be depicted on the
General Development Plan map including the location and
size of each open space parcel.
14. The applicant shall enter into a three party agreement
with the Environmental Review Coordinator to retain the
services of a mitigation compliance coordinator to fully
implement the mitigation monitoring program.
15. The proposed street located at the southerly tip of the
project area shall be deleted from the General
Development Plan map.
16. The achievement of the maximum number of dwelling units
authorized by this General Plan Amendment (1767 du's.)
is subject to an acceptable SPA Plan and Tentative
Subdivision map approval.
17. The total amount of natural open space depicted on the
EastLake III General Development Plan shall total no
less than 159.2 acres.
18. At the time of the SPA Plan submittal, the applicant
shall provide evidence that the visitor serving
commercial uses are directly related to and ancillary to
the functions of the OTC.
19. The parcel easterly of the OTC Visitor Center shall be
designated as a Special Plan Area on the Chula Vista
General Plan map and designated as the Eastern Greenbelt
Activity Center on the General Development Plan.
20. Prior to submittal of a SPA Plan, the City Council shall
establish a Task Force to provide input regarding design
guidelines and site planning criteria to integrate the
Special Plan Area with the Chula Vista Greenbelt.
21. Reduce the total commercial acres from 33 to 25 acres to
allow for 14.8 acres on the easterly portion and 10.2 on
the westerly.
22. Change the acreage within the westerly mixed use parcel
as follows:
High Density (Change to Medium High) 8.9 ac. to 6.7 acres
Professional & Administrative 4.7 ac. to 3.2 acres
Commercial - Visitor 2.0 ac. to 0 acres
Commercial - Retail - 1.3 ac. to 7.0 acres
23. Reduce the High Density Residential parcel to Medium
High and reduce the total number of dwelling units to
1767.
24. The transfer of the OTC site to the San Diego National
Sports Training Foundation shall occur no later than 30
days after recordation of the annexation of the property
to the City of Chula Vista.
25. The EastLake Development Company shall submit an overall
phasing schedule for EastLake I, II and III (except for
the OTC), for staff evaluation and report to the City
Council prior to acceptance of future SPA Plan
applications.
26. The City shall be made a party to the contract between
EastLake and the San Diego National Sports Training
Foundation to assure that EastLake provides ~3 million
for construction of the Olympic Training Center.
