On February 9, 1982, the C uncil adopted Resolution No. 10769 which approved the County Housing A thority's submission to the U. S. Department Housing and Urban Development o a development program for 59 units of Elderly Low Rent Public Housing on t e site and which further approved in concept financial assistance to the p oject. That financial assistance was budgeted in the FY 1982-83 R development Agency budget. The necessary administrative approvals for the p oject have been secured from HUD, and the land use approvals have been anted by the City. Therefore, it is my COMMENDATION: That Council adopt the resolution transfering the Public ousing site to the County Housing Authority and authorizing the Mayor and ity Clerk to sign the necessary documents. OARDS/COMMISSIONS RECOMMENDATION: The Affordable Housing Subcommittee of he Human Relations Commission, at a workshop meeting on April 14, 1982, i scussed i n depth the Elderly Public Housing Project as proposed and voiced trong support for that project. ISCUSSION: he City's participation in this Public Housing Project was defined and pproved in concept during the adoption of Resolution No. 10769 on February 9, That resolution approved in concept the sale 982 of the property to the . ousing Authority for $1.00 and the pledging of Redevelopment Agency Low ncome Housing Fund money for a contingency fund, not to exceed $183,291. The roposed project has been approved by the Design Review Committee, and the esign and land use aspects were considered by the Council during the onditional Use Permit process. The attached report by the Housing oordinator (Attachment 1) considers various issues which arose during the ~ouncil's consideration of the development proposal and the Conditional Use ermit. 'he Real Property Contract and the Grant Deed are attached for your :onsideration (Attachments 2 and 3, respectively). The County will pay all :losing costs associated with this sale. - %/OL// • ~. F SCAL IMPACT: The Redevelopment Agency budgeted $183,291 in FY 1982-83 f om the Low Income Housing Fund in account number 993-9930-5523 for a c nstruction contingency fund.
