In order to have this project complet d and ready for occupancy shortly after the November elections, this work must be complet d in a timely manner. City workforces can perform the work more efficiently, more qu'ckly, and at a lower cost than if we go through the normal bid process. It is therefo e my RECOMP~IE DATION: That the City Council adopt the resolution which waives the bid process and appropriates the necessary funds to acquire the materials and planting supplies to complete the project. BOARDS/ OP~1MISSIONS RECOMMENDATION: N.A. DISCUSSION Section 1009 of the City Charter requires all public works contracts involving expenditures $8, 00 or more for the construction, reconstruction or improvement or repair of public di gs, streets, etc. to be performed by written contract except that the City Council u on the recommendation of the City Manager, waive this requirement based upon estimates approv d by and recommended by the City Manager that the project may be performed better and mo e economically by the City with its own employees. It is stimated that the work to be performed as recommended would cost approximately $15,65 if completed by a private contractor. The same work, including all materials and suppli s and labor, can be accomplished by utilizing City employees at a cost estimated at $9, 00. Two al ernative plans (Plan A and B, attached) have been considered. plan A (not recom- mended) could be completed by private contract at a cost estimated at $14,200, but this plan w uld not contemplate expansion of the existing parking area between the County Health Center and the old Court building. Plan A would provide 11 off-street parking spaces. The wo k require under this proposal would involve restoration of more landscaped area but, d e to our commitment to the County Health Center by a lease agreement to provide that facili y with 7 off-street parking spaces, Plan A would only provide 4 spaces for our legisl tive representatives. Plan B (the recommended plan), on the other hand, would replace some of the previously landsc ped area immediately east of the existing parking lot with asphaltic concrete and increa e the number of parking spaces from 11 to 18. The cost of Plan B (providing 18 parkin spaces rather than 11) can be accomplished under private contract or by City workfo ce for approximately $1,450 more than Plan A. Lt i;s apparent that Plan B is more cost-e fective than Plan A. Further, %t must be recognized-that on a weekly basis, in around the Health Center is at a premium and in the future we can only anticipate ~ne d for more parking. The additional $1,450 is a relatively small amount of money when w ighed against the advantage of 7 additional parking spaces.. A small amount (about $2,500) is to acquire an automatic controller and other sprinkler system modifications to autom to the sprinkler system for that area behind City Hall, as well as the newly acqui ed property from the County. Under our proposal, when the project is completed the e tire City Hall complex will be automated, resulting in substantial savings in to ms of manhours now required to manually turn on and off the sprinkler system, FISCAL IMPACT The $ ,500 appropriation from the Residential Construction Tax Fund will be repaid from evenues generated from the leases of the old Court building beginning sometime in No ember 1982.
