However, a su plemental agreement providing for the completion of these plans and all wok necessary for the provision of grading and public improvements has been pr pared for Council consideration (Exhibit A). Guarantees for the de eloper's portion of the work have been submitted by him. It is my RE OMMENDATION: That Council adopt the resolution. B RD/COMMISSION RECOMMENDATION: Not applicable. • DI CUSSION: I accordance with the City Code, the City Council several times in the past h s approved final maps but held recordation until proper security and bonds w re submitted. In this case, the bonds will be submitted prior to approval o the Final Map, but the improvement plans will not have been approved by m Final approval of the improvement, grading, and landscape plans will be c mpleted at an unspecified time after Final Map approval in accordance with t e Supplemental Subdivision Improvement Agreement. Inasmuch as portions of t e work have been agreed to be handled by the Redevelopment Agency, or have b en assured by the Agency, through the commitment to build the parking s ructure, we believe that sufficient commitment for the work has been made. F: oral of the conditions of approval or normal requirements for subdivisions proposed to be modified. These items are as follows: Center Street improvements as shown on Chula Vista Drawing No. 79-38D (Condition f) are no longer practical because of changes in the plan of development which have occurred since that drawing was completed. Paragraph 3 of the Supplemental Subdivision Improvement Agreement concerning these improvements is offered for Council approval. Driveways and alley approaches (Condition g) are proposed to be shown on site development plans submitted at later times. All sewer and water construction, as public improvements, (Condition i) is proposed to be the responsibility of the Redevelopment Agency under terms of the Supplemental Subdivision Improvement Agreement. The developer, through the payback of the parking structure, wil l bear one hal f the cost of such improvements. Conditions j and k of approval for the Tentative Map which require improvements in "F" Street and Third Avenue are proposed to be modified by the Supplemental Subdivision Improvement Agreement. It is therefore recommended that those conditions be deleted in favor of the restatements incorporated in the document being submitted for approval as paragraphs 5 and 6. The Supplemental Subdivision Improvement Agreement and the Supplemental Disposition and Development Agreement provide for installation or construction of landscaping within corridors "A" and "B" by the developer. There are guarantees provided in the Supplemental Disposition and Development Agreement ensuring that such work will be provided for. P A statement from the Sweetwater Authority that financial arrangements have been made for provision of services to the project has not been received. However, the Agency has accepted responsibility for this work and has budgeted adequate funds therefor. We believe that the requirements of the Munici al Code have been satisfied in this situation.
