HomeMy WebLinkAboutReso 1989-15410 RESOLUTION NO. 15410 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING CEQA FINDINGS AND STATEMENT OF OVERRIDING CONSIDERATIONS EIR-89-9, GENRAL DEVELOPMENT PLAN FOR EASTLAKE Ill/OLYMPIC TRAINING CENTER The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, Section 21081 of the California Environmental Quality Act (CEQA) requires that no project shall be approved by a public agency when significant environmental effects have been identified, unless one of the following findings is made and supported by substantial evidence in the record: 1. Changes or alterations have been required in or incorporated into the project which avoid or substantially lessen the significant environmental effect as identified in the Final Environmental Impact Report (EIR). 2. Changes or alterations are the responsibility of another public agency and not the agency making the finding. 3. Specific economic, social, or other considerations make infeasible the mitigation measures or project alternatives identified in the Final EIR. WHEREAS, the Candidate CEQA Findings for the EastLake III/Olympic Training Center conclude that all project impacts can be mitigated to a level below that of significance with the exception of air quality because the developement is not included in the San Diego Air Quality Attainment Plan, and WHEREAS, the Planning Commission took no action on this item at their November 8, 1989 meeting, because of their position on the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby adopt the CEQA Findings and Statement of Overriding Considerations EIR-89-9, General Development plan for EastLake III/Olympic Training Center, attached hereto and incorporated herein by reference as if set forth in full. ~ Presented by Approved as to form by ~obert A.
