HomeMy WebLinkAboutAgenda Statement 1982/08/24 Item 104 COUNCIL AGENDA STATEMENT ,. • Itean "~ / O Meeting Date -$f}}~ S'-~'~" ~~ IT TITLE: Ordinance - Iq9 ~ Establishing speed limits on Telegraph Canyon Road between Interstate 805 and Old Telegraph Canyon Road (the access road to Ar hway Inn) SECOND READING AND AD(3#'T,~f SU ITTED BY: City Engineer (4/Sths Vote: Yes No x ) In response to the Council referral of a traffic hazard at the me ian opening to Canyon Plaza Shopping Center on July 18, 1981 an a request from the Police Department, the Traffic Engineer in estigated the current speed limit on Telegraph Canyon Road bet een Interstate 805 and Old Telegraph Canyon Road (access road to Arch way Inn). As a result of these investigations, lower spe d limits were posted as a trial traffic reg ulation. Coupled wi h this, the Police have increased the enforcement of the pos ed speed limits along this segment of Telegraph Canyon Road. The a trial traffic regulations have been functioning as intended for one year. Therefore it is my RE OMMENDATION: That Council adopt this ordinance establishing a 35 ph speed limit on Telegraph Canyon Road between Interstate 805 and Oleander Avenue and a 45 mph speed limit between Oleander • Ave ue and Old Telegraph Canyon Road (access to Archway Inn). BO D/COMMISSION RECOMMENDATION: The Safety Commission voted 5-0 on February 11, 1982, to recommend that these speed limits be mad permanent. DISCUSSION: With the construction of Telegraph Canyon Road between Interstate 805 and Oleander Avenue and the opening of the shopping center along the north side of Telegraph Canyon Road, there was a significant increase in the number of accidents at the median opening to the shopping center entrance and at the Halecrest Dri e traffic signal. In May of 1981, two segments of Telegraph Canyon Road were sur eyed and the following trial speed limits were posted: Schedule X - Decreasing State Law Speed Limits Previous Speed Speed Nam of Street Beginning at Ending at Limit Limit Tel graph Canyon Rd. As th ap 1. 2. 3. FI wa axpected, the posting of a lower speed limit did not change 85th percentile speed. The posting of a lower speed limit is opriate, however, for the following reasons: This segment of Telegraph Canyon Road is transitioning from a high speed rural road to a urban arterial street. The 35 mile per hour speed limit matches the speed limit on Telegraph Canyon Road/"L" Street to the west. A higher westbound approach speed to the I-805 and Halecrest Drive traffic signals increases the potential for rear end accidents. Because these signals are so close together, the signals at I-805 are designed with limited visibility programmed heads for traffic approaching from the east. This reduces the potential for drivers mistaking the traffic signals at the I-805 freeway for the Halecrest Drive signals. This limited visibility increases the rear end accident potential for higher speed traffic. The nature of adjacent land use is changing on this segment of Telegraph Canyon Road. The presence of a shopping center and apartments has increased the potential for conflicts between pedestrians and vehicles entering/exiting driveways.
