conditions of employment with the Western Council of Engineers for Fiscal

The Cit 's negotiating team has concluded a Memorandum of Understanding with the Western
Council of Engineers, which has been ratified by their membership. The various changes
to the xisting MOU are indicated below and it is therefore my

-83 MOU with Western Council of Engineers (WCE) includes the following changes:
1. Effective July 9, 1982, classifications represented by WCE shall be granted
a salary increase of six and one quarter (6.25%) percent.
2. Extraordinary Service Differential - The wording in this section has
been expanded to indicate that unless the City Manager authorizes con-
tinuance of this differential beyond the initial 3-month period
on a quarterly basis, the Finance Department will discontinue payment
automatically. The criteria for eligibility for this differential
has also been reworded to more clearly delineate the conditions under
which this differential can be awarded.
3. Health and l~Jelfare - The amount allocated to each represented member
for the cafeteria system of benefits has been increased from $1,020
per member annually to $1,025 per member annually.
4. Holidays - Hard holidays have been increased from six to seven, as
follows: Independence Day, Labor Day, Thanksgiving Day, Day After
Thanksgiving, Christmas, New Year`s Day and Memorial Day. Floating
holiday time has been reduced from 40 hours per year to 32 hours per
year through the elimination of Columbus Day.
5. Dues Deduction - The City will bill WCE $.18 per member per pay period
for 1982-83, which has been increased from $.05 per member per pay period
in the 1981-82 MOU.
FINANCIAL IMPACT
The tota additional annual cost of the compensation package is $16,878
which fa is within the established guidelines.
