The ity's negotiating team has concluded a Memorandum of Understanding with the
Chul Vista Employees Association (CVEA), which has been ratified by their membership.
Vari us changes to the existing MOU are indicated below. It is my

DISCWSSION
The 982-83 MOU with CVEA includes the following changes:
Commencing September 3, 1982, the City will contribute 6% towards the
employee's share of PERS retirement costs. Employees will receive 6%
lump sum reimbursement for PERS payments already made for the period
July 9 through September 2, 1982.
In addition to the above 6% PERS payment, classifications listed below
will receive the following special adjustments effective July 9, 1982:

Health and I~Jelfare - Represented employees will each receive $1,020 annually
under a cafeteria system of benefits, through which employees may select or
"purchase" benefits from a group of available optional programs. The $100
tuition reimbursement will no longer be provided to CVEA members; however,
it is included as one of the selections in the cafeteria program. The $1,020
is equivalent to providing employee and dependents health coverage under the
Travelers Plan; however, through the use of a cafeteria system employees will
have the flexibility of applying the amount to other types of coverage as well.
Holidays - For the 1982-83 fiscal year, the recognized hard holidays have been
increased from six to seven, as follows: Independence Day, Labor Day, Thanks-
giving Day, Day After Thanksgiving, Christmas, New Year's Day and Memorial Day.
Floating holiday time has been reduced from 40 hours per year to 32 hours per
year through the elimination of Columbus Day.
In addition, a holiday schedule has been developed for the Library, in order to
allow Library employees a holiday schedule essentially equivalent to other employees:

Dues Deduction - The City will bill CVEA $.10 per member per pa,y period for
dues dech~ction in 1982-83, which has been increased from $.05 per member per
pay period in the 1981-82 MOU.
Shift Differential - The language in this section has been revised to clarify
that an employee cannot earn shift differential pay for more than one of the
conditions qualifying for this benefit. In addition, the restriction that
occupations in the professional fields (e.g., librarians) are not eligible
for shift differential has been eliminated.
PERS 1959 Survivors Benefit - The City will pay the employee premium cost
for this benefit, which. is approximately $2.00 per month per employee.
FINANCIAL IMPACT
Th total additional annual cost of the compensation package is $398,744., Adjustments
