Mandatory collection and disposal of refuse is not a unique practice in Califor is cities, however, since it is an issue upon which we feel citizens will want to expr ss their views before the Council makes its decision, it is my RECOMMENDATION: That the City Council: 1.~ Adopt the resolution setting this matter for public hearing on September 7, 1982. DISCUSSIION Mandato y refuse collection and disposal is a proposal that would require all residents in the ity to subscribe to the collection service offered by the City's franchisee, Chula Vista Sanitary, Inc. Mandatory collection and disposal of refuse would tend to help re uce litter within and without the City because residents would have little reason to make periodic trips to the dump to dispose of their own refuse. Additionally, mandatory collection should help to some degree eliminate an ongoing problem of individuals utilizi g public and commercial rubbish containers to dispose of their refuse in order to avoid p ying the monthly service charge or transporting and paying the required dump fees at Coun y-owned facilities. Additionally, the proposal should help in stabilizing Chula ista Sanitary's rate structure because the estimated 13% non-subscribers would tend to generate more revenue for the franchisee than the additional cost of collection and disposal. No determination has been made at this time whether or not the present rate structure can be maintained if mandatory collection is required but we have been advised that Chula Vista Sanitary, Inc. (CVSS) will be seeking a rate review with a potenti 1 increase in the present rates desired to be effective October 1, 1982. It woul be my suggestion that this rate review be conducted immediately to coincide with th public hearing so that the impact of mandatory collection on the rate structure would considered as a part of the hearing process on mandatory collection. FISCAL (IMPACT hlandat ry collection and disposal is estimated to generate approximately $5,500 to $6,000 in additional franchise fees to the City based on an estimated 2,000 additional subscribers. _.
