BOARD/ OMMISSION RECONIl~DATION:~ N/A ION: An eig t month study in 1981 showed that the Chula Vista Police Department responded to 1,320 urglary false alarms and 172 robbery false alarms which account for 494 patrol hours t on calls and does not include dispatchers' time in handling these calls. It ap s that the sales of security alarm systems are going up rapidly. For example, the Ci y of Riverside reported a 64~ increase in alarm sales for the first six months of 198. With the expected increase in alarms in the City, the patrol time spent on false larms will increase. In order to deal with this, it is necessary to offset some the increased patrol time by eliminating responses to false alarms. The attached din ce would encourage owners of security alarm systems to prevent the high occur- rence f false alarms and thereby reduce patrol time. This o dinance requires registration of all alarm companies and alarm agents. It also requir s alarm users to obtain a User's Permit. Further requirement of all alarm agents is tha they be licensed by the State Director of Consumer Affairs to install alarms in order o obtain a permit to operate in the City. No fee shall be charged for the registration of the User's Permit; however, a penalty asses nt is established for excessive false alarms with further conditions allowing "no re ponse" by the Police to the alarm for failing to correct the problem. The asses nt fee is set at $25.00 for over two false alarms in a 30-day period or more than 6 in a one-year period.
