For the period of the contract, Mr. Ciotti co tinned to provide excellent service, contributing to a program which co tinues to be a model for other jurisdictions of housing rehabilitation of ectiveness and efficiency. Housing rehabilitation has been funded once ag in for fiscal year 1982-83 from Block Grant funds. Therefore, it is my RE OMMENDATION: That the Council Ad pt the resolution approving a contract for services with Anthony Ciotti as Re abilitation Administrator for 1982-83. DS/COMMISSIONS RECOMMENDATION: Not applicable. D19CUSSION: Th proposed contract enumerates the duties of Mr. Anthony Ciotti. It also es ablishes the Rehabilitation Consultant's reporting responsibilities to the Co unity Development Director in order to make clear the Consultant's ac ountability for his time under contract. It should be noted that although th contract stipulates a minimum of 1600 annual hours, Mr. Ciotti has hi torically worked in excess of that minimum, and the inclusion of the mi imum is primarily intended to set parameters against which unanticipated le ve can be evaluated. The monthly compensation called for by the contract is $1,577.00, which is the same compensation Mr. Ciotti received under his ag Bement for Fiscal Year 1981-82. It was felt that no cost-of-living in rease in the compensation amount should be considered until the status of Ci y employee increases is known. Th city of Chula Vista has been contracting with Mr. Ciotti for service as Ho sing Rehabilitation Administrator since January 1977. In this capacity, he ma es contact with homeowners, counsels the homeowners on needed repairs, as fists in obtaining bids for the repair work, obtains evidence of income st tus, coordinates with banks for loan documents, makes reports to the two re abilitation loan committees, and authorizes progress payments to co tractors. He maintains records on all cases, whether or not a City- as fisted rehabilitation was accomplished. Though Mr. Ciotti's efforts, the CHIP program has once again effectively and of iciently expended all of its program year funding.
