8.34 Relating to the R gulation of Hazardous Materials

The Department of Health Services of the County of San Diego
and the Board of Supervisors has requested that all cities
adopt those ordinances which they have heretofore adopted
relating to disclosure of the handling of hazardous waste
materials and a surveillance program in the interests of
protecting persons and property within the County on a
uniform and continuing basis.
RECOMMENDATION:
Place Ordinance on First Reading
BOARD/COMMISSION RECOMMENDATION: N/A
DISCUSSION:
The only agency capable of carrying out a coordinated pro-
gram of surveillance.and enforcement of the handling of
hazardous and extremely hazardous waste materials is the
County of San Diego Department of Health Services. It is
essential that all cities fully cooperate in an effort to
provide a uniform and continuous degree of regulation in
what is becoming not only a local but a national crisis.
The City must offer every degree of cooperation in an
effort to prevent both unthinking and unscrupulous indus-
trial operators from disposing of hazardous waste materials
in a manner inconsistent with the public health.
