HomeMy WebLinkAboutAgenda Statement 1982/07/20 Item 12COUNCIL AGENDA STATEMENT Item 1 Z Meeting Date 7/20/82 ITEM TI LE: Resolution /~ 9s'o Appropriating Additional Funds for CIP Projects GT-130, GT-131, TS-03 and TS-09 SUBMITT D BY: Development Services Administrator ~~ (4/5ths Vote: Yes x No ) At the Council Budget Review Session of May 27, 1982, Council reviewed the CIP Status Summar and took some actions appropriating additional funds to existing CIP projects. In pas years, similar actions taken by Council have been incorporated into the reso- lution dopting the budget. Council has not yet adopted the FY82-83 budget so this has not been done. As some of these projects may require an award of contract prior to the doption of the FY82-83 budget, I request that the money be appropriated now. Therefore, it is my RECOMMEINDATION: That Council 1. Ap ropriate $10,000 to GT-130 - Widen Telegraph Canyon Road, Hilltop to Melrose; an $30,000 to GT-131 - 4Jiden Palomar Street, Industrial to Walnut from Gas Tax fu ds. 2. Ap ropriate $10,000 to TS-03 - "E" and Woodlawn Traffic Signal; and $60,000 to TS 09 - Traffic Signal, "F" and Broadway from the Traffic Signal Participation DISCUSSaON: As I in icated above, Council considered these four items at the Budget Review Session, on May 7th, and approved the staff recommendations. Normally, we would have incorpor- ated th se recommendations into the Master Budget Resolution for the FY82-83 budget. The Cit Attorney has indicated that the minute action taken on May 27th is not suffi- cient t appropriate these funds but rather a resolution is required. Since it is uncerta'n, at this time, when the FY82-83 budget will be adopted and since it is likely that so e of these projects will be ready to be awarded prior to that adoption, I have prepare the attached resolution to appropriate the money for all four projects at one time ra her than waiting for each item to come before the Council in the course of the contrac awards. GT-130, GT-131 and TS-03 were all budgeted in previous years and require the appropri- ation o additional funds for construction this year. The traffic signal at "F" and Broadwa is a little bit different. As Council may remember, this project had previously been bu geted as a Gas Tax project (GT-138). The Gas Tax funds in this project ($50,000), were re uired for the award of the "H" Street contract. Therefore, during the Budget Review ession, I recommended that Council cancel the project under the number GT-138 and rea propriate under the number TS-09 from the Traffic Signal Participation fund. In additio to the $50,000 that had been previously appropriated, the latest Engineer's Estimat showed that we would need a total of $60,000 to complete the project. Therefore, the req est for appropriation is for $60,000. FISCAL IMPACT: Appropr ate $10,000 from the unappropriated Gas Tax balance to GT-130; $30,000 from the unappro riated Gas Tax balance to GT-131; $10,000 from the unappropriated Traffic Signal anticipation fund balance to TS-03; and $60,000 from the unappropriated Traffic Signal anticipation fund to TS-09.
