Th installation of the traffic signal at "E" Street/Woodlawn Avenue was
ap roved in the FY 80-81 Capital Improvement Program as Project TS-03. The
tr ffic signal design for Alternate "A" combines the eastern driveway to the
Bl ck Angus Restaurant and the western driveway to Lucky Byers Trailer Sales
in o one driveway. This design provides a conventional intersection leg to
th north. The reconstruction of these driveways as one driveway will
eli inate the potential for confusing conflicts and so improve intersection
sa ety.
As part of the driveway reconstruction, improvements will be made on private
pr perty. Agreements between the City and each property owner for reimbursing
co struction costs to the City for work on private property and providing
easements across the new driveway to each property owner are attached. It is

REQOMMENDATION:
That the Council approve the following resolutions:
Resolution A
Approve the attached agreement with SAGA Property
Management Corporation (Black Angus) for construction of
improvements on private property associated with the "E"

Approve the attached agreement with "E" Street Associated
Investors for construction of improvements on private
property associated with the "E" Street/Woodlawn Avenue
traffic signal.
Resolution C
1. Approve the transfer of $11,360 from the Melrose
Avenue/Otay Valley Road Traffic Signal Project unencumbered
balance, Account No .' 600-6000-TS06, to the "E"
Street/Woodlawn Avenue Traffic Signal Project, Account No.
600-6000-TS03.
2. Authorize the expenditure of $59,360 from Account No.
600-6000-TS03 for construction of the "E" Street/ Woodlawn
Avenue traffic signal.
3. Accept the bids and award the contract to Steiny and
Company, Inc. in the amount of $56,535.00.
DISCUSSION:
Bi~s were received on two alternate traffic signal designs.
Th first, Alternate A, reconstructs the driveways along the north sioe of "E"
St eet to provide a northerly fourth leg to the intersection. This alternate
wi 1 combine the easterly driveway to the Black Angus Restaurant and the
we terly driveway to Lucky Byers Mobile Sales. To construct this alternate,
th property owners must agree to the plan and grant easements to each other
ov r the new driveway.
Th second plan, Alternate B, does not provide for driveway relocation and
wo ld limit conflicts from the existing driveways with signs and street
ma kings. We propose that alternate B be used only if the property owners
co ld not agree to Alternate A. SAGA property Management Corporation and "E"
St eet Associated Investors have signed the agreements for Alternate A. We
ar recommending that the contract be awarded for alternate A because it
pr vides for a conventional four way intersection and will provide increased
sa ety and traffic handling efficiency.
Th attached agreements provide for reimbursement to the City for the cost of
im rovements on private property and for the necessary easements. Saga
Pr perty Management Corporation (Black Angus) will reimburse $3,000 for this
co struction within 30 days of award of the signal contract. "E" Street
As ociated Investors will pay $3,560 plus 10% interest per year at such time
as the property redevelops by either applying for a building permit, or
ch nging the land use on this property.

Th $56,535.00 low bid is 12 percent below the engineer's estimate of $64,500

As outlined in the following financial statement, the funds budgeted for the
"E Street/Woodlawn Avenue construction are not adequate to cover the cost of
th project. There is an unencumbered balance of $14,835 in the completed
~Me rose Avenue/Otay Valley Road Traffic Signal Project that can be used for
th s signal.

FI CAL IMPACT: The annual electrical cost for operating this traffic signal
will be approximately $2,880.
