1. n February 10, 1981 the City Council approved a water feature at the west end of
the libr ry. Subsequently, on February 24, 1981, City Council rescinded the approval
and opte for a suitable statuary in lieu of the water feature.
2. ~n August 4, 1981 the City Council approved the statuary concept and directed
that a s arch be made fora less ornate specimen.
3. n December 16, 1981 the City Landscape Architect presented the Library Board
a review and history of the library element with the addition of a proposed sculpture.
None of he presentation was accepted by the board.
4. n January 19, 1982 the City Council received a letter from the Library Board
indicati g their opposition to any statuary. On this note City Council referred the
entire p oposal to the board "to look at all possibilities" for completing the seating
area.
5. n February 17, 1982 the City Landscape Architect met with the Library Board
with a p oposal fora "Rose Garden" complete with a walkway, seating bench and treillage.
The "Ros Garden" concept was accepted by the board,,
B. RECOMMENDATION:
Adop a resolution approving the "Rose Garden" concept, proposal "A",.and author-
izing st ff to develop plans and specifications used in advertising bids for construc-
tion.
DISCUSSI
1. general description.
Purs ant to Council's direction to the Library Board, re. January 25, 1982 memo
from Cit Clerk, the Library Board and the City Landscape Architect have met and
discusse alternatives, with the Library Board opting for proposal "A", However, the
City Lan scape Architect was instructed to bring two proposals to the City Council.
The prop sals-range from $2,500 to $19,000. Each alternative involves the removal
of the f ur existing ficus trees located in the 6 foot diameter circles, and utiliza-
tion of he 20 foot diameter circle for two different uses as described in more detail
below:

oral "A" involves the construction of a keyhole terminous walk of concrete with
ircular bench to match the existing laminated bench and the soil preparation and
of roses as specified by the "Rose Society."
2. The Alternative Proposal "B" estimated cost is $19,000 with a maintenance and
energy ost at $100.00 per month.
Pro oral "B" major element of this feature, which achieves aesthetic and maintenance
desirab lity in its simplicity, is the single geyser, nozzle that produces a column of
water 6'-8' in height. The reflecting pool will be the 20 foot diameter of the existing
circle ith a 10" high curbing above existing ground level. The flooring of the pool
will be concrete set at a depth of 18 inches below existing grade, providing a 22" depth
of Ovate and a 6" "free board" (6" from top of seat to water surface). The 6" "freeboard"
will allow turbulance of the water without extreme water losses during operation. During
non-ope ation or down time of the fountain, the pool becomes a reflecting pool for
passive njoyment.
In alddition, the area around the feature will be enhanced by removing the existing
ficus t es and replacing them with a hybridized flowering pear that resists fire blight.
D. CONCLUSION
In t e interest of finalizing the project, I can support either alternative, but due
to fisca budgetary constraints I feel the "Rose Garden" will be the most cost effective
proposal.
E. FISCI4L IMPACT
$9,1 2.76 is available and appropriated in the Library Construction Fund which is
not suff'cient to cover the estimated $19,000 cost of proposal "B", therefore, to cover
proposal "B" would require an .additional appropriation of $9,857.24.
