BOARDS/COMMISSIONS RECOMMENDATION: N/A DISCUSSION Since he establishment of the position of Director of Public Safety in February of 1980, Mr. Bill Winters has filled the position and carried on the task of administering the tivi ies of the police and fire departments. He has divided his time between the two art ents and provided effective and satisfactory administration to them. We have had ew co plaints. It is recognized that Mr. Winters, with a police background, has had a learni g period which is ongoing and continuing regarding the operation of the Fire Depart ent. The technical aspects of the Fire Department are primarily the responsibility of the Battalion Chiefs, with the overall administration responsibility that of the Director. Perhaps the lack of a Fire Chief with experience and background in fire prevention and suppression leaves some gaps in the direction and supervision of the higher level positions in the Fire Department. However, the caliber of people in the Fire Department has essentially neutralized this lack and, in fact, the operation of the department has been carried on in an exe glary manner, continuing the high level of service that the department is noted for. Whethe or not the ordinance contained a termination date for this position, the Council has the prerogative to eliminate a position at any time. Therefore, it seems appropriate with ov r two years of satisfactory experience in operating the two departments under the one Di ctor of Public Safety to place the position in our cadre of department heads on a permanent basis.
