Roo evelt Street between Third Avenue and Fourth Avenue is a very narrow, 30
foo wide, residential street. This width is not adequate to provide parking
on both sides of the street and two travel lanes. On October 6, 1981, the
Cit Council directed that the parking restrictions outlined below be
ins ailed for a trial period. Therefore, it is my
RECOMMENDATION: That Council adopt this resolution establishing parking
res rictions on Roosevelt Street.
BOA D/COMMISSION RECOMMENDATION: The Safety Commission voted 5-0 on
Ma 13, 1982, to recommend that these trial traffic regulations be made
per anent.
DI USSION:
Th~ following parking restrictions have been in effect since October 15, 1981.

In recent years many of the single family dwellings on Roosevelt Street have
be n replaced by apartments or condos resulting in higher traffic volumes and
gr ester on-street parking use. Also, the on-street parking had been heavily
ut lized by employees of Bay General Community Hospital and other businesses
no located on Roosevelt Street. The high parking use, higher traffic
vo umes, and inadequate street width caused access and traffic circulation
pr blems on Roosevelt Street. The parking restrictions provide adequate room
fo two travel lanes by eliminating parking on one side of the street.

The residents of Roosevelt Street have been issued parking permits that allows
all day parking in the two hour zone. The parking restrictions have been
rec ived favorably by Roosevelt Street residents and are functioning as
pl a ned .
The residents along Roosevelt Street have been notified of this meeting.
FIS AL IMPACT:
The~cost for implementing these parking restrictions was $476.00.
