If the proposed resolution is adopted, it will provide the icil with the ability to: (1) delay negotiations until final determination of ity of State revenue; (2) extend existing terms and conditions of all MOU's ily 1, 1982; and (3) provide the legal mechanism whereby the City Council can make its, if any, effective retroactively to July 1, 1982.
