G vernment Code Section 7910 requires each local government to establish its
G nn (Proposition 4) appropriations limit by Resolution each year at a regularly
s heduled meeting or a noticed special meeting. Therefore, it is my

That the City Council adopt a resolution establishing an appropriations limit
f r the 1982-83 fiscal year pursuant to Proposition 4.

D SCUSSION:
T e City Council established the first appropriations limits by Resolution
N 10474, dated June 3, 1981. The limits were set at $18,766,538 for fiscal
y ar 1980-81 and $20,675,150 for .1981-82. These limits apply to appropriations
financed from "Proceeds of Taxes" which includes such revenues as property taxes,
s les and use taxes, utility users taxes, transient occupancy taxes and State
s bventions. Revenues from other sources like fees/charges and federal grants
a e considered "Non-Proceeds of Taxes" and .not subject to limit.
A tual "Proceeds of Taxes" received in fiscal year 1980-81 subject to limit
t tailed $12,119,724, well below our limit of $18,766,538 by $6,646,814.
P ojected "Proceeds of Taxes" for fiscal year 1981-82 subject to limit are
$14,550,552, and is less than our $20,675,150 limit by $6,124,598.
r appropriations limit for 1982-83 is calculated to be $22,573,562 based on
e fiscal year 1981-82 limit of $20,675,150 increased by the Consumer Price
dex (CPI) and population data provided by the State Department of Finance.
e percentage change of the March to March U.S. All Urban Consumer Price Index
6.79% was less than the California fourth quarter per capita personal income
d therefore was used. The population change from January 1, 1982 to
nuary 1, 1983 was 2.24% for the City of Chula Vista.

UBJECT: PROPOSED CITY COUNCIL BUDGET FOR FISCAL YEAR 1982/83
closed you will find a copy of the proposed budget which I have prepared for
e City Council (Activity 100-0105) for your review.
~he total departmental increase is $5,410, or plus 6%. This increase is due
~rimarily to including coverage for all Councilmembers in Account No. 5141
Retirement Contribution) and Account No. 5142 (Employee Benefit Plan) as in-
tructed by our Finance Department; and by the addition of two conferences
