The City Council at its meeting of April 20, 1982 directed the City
Att rney to prepare the necessary amendments to Chapter 9.12 of the
Municipal Code to enable better review, control and enforcement
rel tive to the operation of bingo games within the City and to pro-
vid clear and specific guidance to organizations authorized to
con uct such games.
REC MMENDATION: That Council adopt the ordinance

DIS USSION:
The City Council reviewed the report of the Director of Public
Saf ty on proposed revisions to Chapter 9.12 of the Municipal Code
and heard some objections from organizations licensed to conduct
bin o games. The primary objection seemed to be, at the time the
• rep rt was submitted to the Council, that the revisions would
req ire all disbursement to be made from consecutively numbered checks
pay ble to a specific person or organization. This seemed to be
obj ctionable since many of those who play bingo prefer some degree
of nonymity. The City Attorney's office has no strong feeling in
thi matter, but would concur with the Director of Public Safety
tha such a procedure does provide an increase of accountability and
cle rly reduce opportunities for embezzlement.
A s cond objection that was raised by Councilwoman McCandliss related
to he requirement for an identification badge providing the full
nam of the employee or member conducting the bingo game. It seems
tha full accountability can be obtained by requring that in lieu of
the full name, a number along with the licensed organization's name,
wou d provide adequate identification. The licensed organization would
be equired to maintain a register showing who on a particular occasion
was assigned to that number and patrons and those who are charged with
the enforcement of the ordinance can have an easy identificat~.on of the
