Th San Diego County Public Works Department has prepared the
fi al draft revised Regional Solid Waste Management Plan 1982-
20 0. The plan m ust per State law be reviewed and revised as
ap ropriate at least every three years. Approval must include a
ma ority of the cities within the County containing a majority of
th population of the County. This plan is an update of the San
Di go Regional Solid Waste Management Plan 1976-2000 which was
ap roved by the Council in November 1977.
Ci y Engineering staff has reviewed the document and considers it
ap ropriate for its intended purpose. County staff
re resentatives will be present at the meeting to answer
Co ncil's questions concerning the plan. It is my
RE OMMENDATION: That Council:
1. Approve the Regional Solid Waste Management Plan 1982-2000
conditioned upon the plan being updated relative to the
SANDER proj ect as outlined in the attached letter from
R. J. Masscr.a n dated May 11, 1982.
2. Direct the City Clerk to formerly notify the Board of
Supervisors of the Council's action.

DISCUSSION:
On January 26, 1982, Council approved the Chula Vista Solid Waste
En orcement Program. This action was a necessary prelude to
pr paration of the revised Regional Solid Waste Management Plan
19 2-2000. Similar enforcement plans have been approved by other
ag ncies within the County and all have been reflected in the
up ated regional plan now being considered.
Th plan serves as status report on the general condition of
so id waste collection and disposal within the County. It also
pr vides projections of future needs County-wide and enumerates a
va iety of alternatives which could be used to serve those future
ne ds. The plan leaves the County and each of the cities within
th County wide latitude as to how to conduct their own solid
wa to management programs. The plan generally provides the basic
in ormation necessary to enable the agencies within the County to

collectively maintain efficient and effective programs to serve
th entire County's future needs.
Th attached summary prepared by County staff describes the
ge eral content of the regional plan and mentions the primary
ar as where changes and/or additions have been made as compared
to the initial version of the plan.
Bo h recent and current solid waste activities impacting Chula
Vi to described in the plan include expansion of the Otay
La dfill site, implementation of a hazardous waste transfer
st tion near the Otay landfill, and evaluation of the SANDER
pr ject. The SANDER site issue has not been resolved and the
di cussion of sites under consideration in the draft plan is not
cu rent. County Public Works staff has provided a letter
(a tacked) which outlines provisions intended to be incorporated
in o the 1982-2000 version of the regional plan. Chula Vista
ap royal of the regional plan should be conditioned upon
in lusion of updated SANDER information.
Th plan suggests creation of a local contingency plan to
ma ntain collection services in the event of an emergency. An
ou line of such an emergency plan is provided. While the
re uirement to prepare a contingency plan applies only to the
Co m y organization, it is suggested as being appropriate for all
ag ncies having solid waste responsibilities. I propose to
fu then investigate the applicability of such a plan to Chula
Vi ta's circumstances.
Ch pter 10 discusses the financing and organization required to
ca ry out the regional plan. Various alternatives for both
fi ancing and organization are included but no specific changes
or proposals are advanced. This chapter does mention one current
pr ctice which is inequitable even though probably justified.
Th Board of Supervisors has determined that full cost recovery
wo ld not be practical within the "interior region" (a sparsely
po ulated area comprising ti5~ of the area and 3$ of the
po ulation of the County) . Instead, 20~ of the cost of serving
th t area will come from the County General Fund. Thus, the
ur an region of the County will be subsidizing the interior
re ion. Justifications provided include the large travel
di tance per customer involved, high tourist use of the region's
fa ilities, and a very high cost per household. Such policy
co ld be rescinded only through action of the Board of
Su ervisors.

CAL IMPACT: No immediate fiscal impacts upon Chula Vista are
icipated. Long range fiscal impacts, particularly in regard
