•esidential energy standards approved by the California Energy Commission became
and have been very effective in the conservation of energy and have to my
created no problems on indoor air pollution. California Energy Commission's
iential Energy Standards will increase the cost of residential construction from
>3,000. These costs will vary according to the climatic and geographic location.
iential buildings within the climatic area (Zone 7) of the City of Chula Vista,
;e the increased cost to be about $350 per residential unit. Increase in standards
~he City of Chula Vista require that attic insulation will increase from 6" to 15"
depth, and that when total window openings exceed 16% of the entire exterior wall
'n double glazed windows will be required. It is my opinion that the requirements
climatic conditions are excessive. Housing and Community Development staff of the
California are holding a seminar on May 24 & 25 in San-Diego to educate building
~t personnel on the new energy standards. This is the only seminar to be held in
~ and it is not possible to send all of the staff to the first meeting in San Deigo;
~, a portion of the staff could not attend a seminar until July in Anaheim, and
ld be after the energy regulations have become effective. With the arrangements
eminars, this department will not be ready to begin implementation of the new
ial energy standards by July 13, 1982. Also, on July 1, 1982, we will be required
ce new handicap access regulations mandated by the State Architect. It will be
ficult to train staff to understand and enforce both the new residential energy
s and handicap access standards by July 1982. As I understand, several juris-
are supporting the two-year moratorium on the implementation of the new residential
tandards. The two jurisdictions that I am aware of are the City of Glendora and
Angeles County Board of Supervisors.
