RECOMMEN ATION: That Council: Adopt th resolution and forward copies to our State Senator and State Assemblymen supporti g the legislative efforts to postpone the effective date of implementation of the new nergy regulations until July 13, 1984. This is the only seminar to be held in ~ and it is not possible to send all of the staff to the first meeting in San Deigo; ~, a portion of the staff could not attend a seminar until July in Anaheim, and ld be after the energy regulations have become effective. Also, on July 1, 1982, we will be required ce new handicap access regulations mandated by the State Architect. It will be ficult to train staff to understand and enforce both the new residential energy s and handicap access standards by July 1982. As I understand, several juris- are supporting the two-year moratorium on the implementation of the new residential tandards.
