There will be 18 gal spaces located along the east side of the warehouse and another 19 spaces along ~sterly property line. The loading docks will be situated on the west and north of the warehouse building. A small office will be located at the northeast corner warehouse. Loadi g and unloading of the trucks will be an ongoing operation. E. ANALYSIS 1. Except for its close proximity to the mobilehome park located on the east side of North Glover, the site is reasonably suited for the proposed use. It has direct access to a major street (North Fourth Avenue) and reasonable access to the I-5 and I-805 free ays. Once Highway 54 (South Bay Freeway) is completed there will be an interchange with orth Fourth Avenue. While the activity associated with the proposed use may have some impact on the mobilehome park to the east, it probably would be no greater than the impa t which would result from development of the property in accordance with commercial zoning. 2. In order to minimize the effects of the use on the mobilehome park, the loading docks have been oriented away from the park and a screening wall extended from the buil ing. Truck access is limited to Fourth Avenue, via Brisbane Street. The Fire Depa tment has indicated that two fire hydrants will be required on the site. high the crea back impa of t faci KGL :'~ ~- The warehouse structure will be approximately 32 feet in height and possibly r, depending on the proposed roof top equipment. The maximum allowable height in -L zone is 45 feet. Therefore, in order to reduce the visual t, landscaping in the form of trees will be provided adjacent to the easterly side e building. PCC-82-15 RESOLUTION OF THE CITY PLANNING COMMISSION GRANTING A CONDITIONAL USE PERMIT WHEREAS, a duly verified application for a conditional use permit was filed with the Planning Department on March 17, 1982 by Big Bear Markets, and WHEREAS, said application requested permission to construct and operate distribution and warehouse facility for produce on approximately 5.2 acres ocated between North Fourth Avenue and North Glover at Brisbane Street in the -L zone, and WHEREAS, the Planning Commission set the time and place fora hearing on aid application and notice of said hearing was given by the mailing of a letter property owners within 300 feet of the exterior boundaries of the property t least ten days prior to the hearing, and WHEREAS, the hearing was held at the time and place as advertised, namely ':00 p.m., April 28, 1982 in the Council Chambers, 276 Fourth Avenue, before :he Planning Commission and said hearing was thereafter closed, and WHEREAS, the Planning Commission found that the project will have no ignificant environmental impact and adopted the Negative Declaration issued IS-82-7 together with the mitigating measures. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds s follows: That the proposed use at the location is necessary or desirable to provide service or facility which will contribute to the general well being of the ~ighborhood or the community. • ~ ~. That the proposed use will comply with the regulations and conditions pecified in the code for such use. The finished floor of the main warehouse building will be raised above the 100 year flood level. That the granting of this conditional use permit will not adversely affect e General Plan of the City or the adopted plan of any governmental agency. The proposed use is in keeping with the industrial designation of the General Plan for this area. BE IT FURTHER RESOLVED that the City Planning Commission grants a conditional e permit to Big Bear Markets to construct and operate a distribution and ware- ouse facility for produce on approximately 5.2 acres located between North Fourth venue and North Glover at Brisbane Street in the I-L zone, subject to the ollowing conditions: 1. Access for trucks shall be limited to Brisbane Street. 2. The two driveways on North Glover Avenue shall be limited to passenger vehicles and shall be so posted by the applicant. 3. The project shall be subject to site plan and architectural review and approval by the Qesign Review Committee prior to the issuance of any building permits. 4. Two fire hydrants shall be provided on site with the location to be determined by the Fire Marshal. 5. Truck and/or trailer parking shall be limited to the marked stall areas or paved locations so designated on approved plans filed with the Planning Department. 9. Any noise in excess of that projected in the acoustical study or any trucks using Glover in violation of posted signs, which are reported to the Planning Department, shall be reviewed by the Department and a recommendation made to the Planning Commission for action as necessary. 'his conditional use permit shall become ineffective and void if the same is not tilized within one year from the date of this resolution in accordance with ection 19.14.260 of the Municipal Code. The applicant has requested permission to locate and operate a distribution and warehouse facility for_ produce products on 5.2 acres located between North Fourth Avenue and Glover Avenue immediately north of the Department of Motor Vehicles in the C-C zone. The applicant has also requested a change of zone from C-C to I-L. The appeal is based on the City. Council's desire to review the configuration of the buildings as proposed by the Big Bear Markets. The Environmental Review Committee has submitted a finding of no significant environmental impact on IS-82-27.
