The City Council also expressed a concern that additional po ice protection was needed at the 1981 Yule Parade. OMMENDATION: Place ordinance on first reading. SSIONS: N/A DISCUSSION: Th Council has expressed concern over the number of peddlers that were in olved in last year's Yule Parade. Similar concern has been conveyed by the Ch tuber of Commerce and parade participants. Complaints pertained especially to the number of unlicensed peddlers, peddler interference with both pe estri an traffic and the parade route, and the sal a of horns that annoy the vi wing citizenry and frighten parade animals, creating a safety hazard. Th disparity of parade permit costs has also been questioned, since there is pr sently no differentiation between an annual or a one-time permit. A survey was conducted of five cities that have similar civic functions in o er to learn how they handled peddler licensing and enforcement. The cities in Jude San Diego, E1 Cajon, National City, Coronado and Pasadena. A a result of staff study and review of the information obtained from the o her cities, the following amendment to Chapter 5.40 of the Municipal Code is p oposed: Subsection 5.40.020 as follows: Sec. 5.40.020 Not Owning Taxable Property in City-License Fee. Page 3, Item 15 Meeting Date ,5~J'8~`~~~~I vZ At the 1981 Yule Parade there were some problems with bicyclists and other teenagers interfering with the parade at several locations. As you probably know, we depend almost exclusively on police Reserves and Explorers to provide the policing for the Yule Parade. During the 1981 Parade a number of the Reserves who were assigned to the parade could not make their assignments. This lack of personnel contributed to the problems previously noted. As our available police Reserves continue to shrink, these types of problems may occur in the future. There is very little we can do about it unless we are willing to spend overtime money to assign regular officers to these types of events.
