IT~M TITLE: Resolution ~~G~~Transferring Appropriations in the Fifth and
~ Seventh Year Block Grant Programs

B1 ck Grant Funds are now available in various projects, mostly due to low
bids on recent construction projects. A plan for the redistribution of these
f nds was presented at the Council Conference of March 25 which included
t ansfer of funds to the Housing Rehabilitation Program (CHIP) to complete the
1 81-82 program year. The Council accepted the report and directed staff to
r turn to the Council with the necessary resolution. Therefore, it is my
OMMENDATION: That the Council adopt the resolution transferring $146,260
m various projects to the projects listed below.
BgARDS AND COMMISSIONS: The CHIP Loan Committee and the CHIP Mobilehome
L an Committee have both recommended that funds be transferred to the program.
DISCUSSION: At the Council Conference on March 25, this department reported
t at $160,000 was available in various Block Grant projects to be
t ansferred. Of this amount, I recommended that $48,000 be transferred to
H using Rehabilitation in the current fiscal year, $75,000 be used for
H rborside area drainage improvements, and $23,260 be used for Our House,
M als on Wheels, and Del Rey nutrition programs for 1982-83. These last three
p ograms have previously been funded by Revenue Sharing.
T e CHIP program is in need of additional funds due to the success of the
p ogram, the increase in the size of loans, and the increase in interest
r tes. A total of $300,000 was allocated to CHIP in 1980-81, compared to
$ 53,607 in the current year. The transfer of $60,000 would result in a total
o $313,607 for 1981-82, an increase of 4.5~ over the previous year.
T e Harborside area drainage improvements also has $75,000 included in the
F 1982-83 budget, making a total of $150,000 for the project. The project
w 11 improve drainage in the Price Club area, making further commercial
d velopment possible. The Price Club is also contributing $150,000 to the
p oject.
T e total of the transfers is $146,260, and the funds available for transfer
e ual $160,000, leaving $13,740 for future use as necessary.
F~SCAL IMPACT: All of the funds involved in the transfer are Block Grant
f nds, and the transfer will not impact local funds.
