Therefore, it i s my RE OMMENDATION: That the City Council adopt the resolution establishing the po icy governing use of Special Officers for non-civic special events. OMMISSION RECOMMENDATION: Not applicable. DISCUSSION: The proposed Council policy is attached herewith. RECD ENDATION: That Council accept report and direct that a specific Council policy be prepared for formal adoption and inclusion in Council's Policy Manual. DISCUl~5ION: In re ent years we have experienced an increase in special events requi ing police services. .In 1981, there was a total of 40 such event Of these, 38 were fundraising events at which an admission fee o an entry fee was charged. The greatest increases have been in ma athons, walk-a-thous and bike-a-thous. Since we must utilize Reser a Police Officers for special events, these increases adversely impac our Reserve Police Program. The P lice Reserve is composed of volunteer citizens. They are obli ted to contribute a minimum of 16 .hours police service per mont tV2ien they are assigned to special events, the time involved coun s toward their minimum participation commitment, which reduces the ime they. are available to us for other police assignments. . ~To a leviate this problem, we recommend the use of special officers ';for olicing all special events for which an entry fee or.admission fee 's charged. We have 48 Special Officers who are regularly.used to w rk events such as athletic games, dances and library security. They have b"een working these type of events in the capacity of a. Special Officer since the late 1960's. They are paid an hourly rate ($6. 9) by the City, which is reimbursed by the sponsor requesting thei services. The, special officers .are selected from the Police Rise ves and designated as Special Officers for the purpose of prov'ding police services as hourly rate employees. They wear°two hats, however, when they work as Special Officers for compensation, then time is not counted toward their Reserve police obligation and hey are still available to us for other police duties. i i I -~ Form A-11~ (Rev. 11/79) Page 2 Item ~ Meeting Date 4/13/82 If a particular .group did not want to use our Special Officers they coul hire rent-a-cops at a lower hourly rate from a private agency. Appl'cations for permits to hold these events would have to be appr ved at least 20 days prior to the event, which would solve the roblem of late notices which makes it difficult to provide requ'red staffing..
