RECOMMENDATION: Adopt the Resolution ~> BOARD~COMMISSION RECOMMENDATION: N/A DISCUSSION: Asse lyman Stirling has requested that the City Councils of the cities of Sa Diego join together in a Joint Powers Agreement for the establish- ment f a public utility corporate entity whose sole function would be to co trol the receipt and distribution of hydroelectrical power generated by va ious federally constructed and operated dams in the western United State . It is the intent of his proposal that the cities and County of San Diego retai a public control over the distribution of such power in the broad public interest while at the same time preserving the private utili y concept. A res lution has been prepared endorsing the concept advanced by Assem- blyma Stirling which should lead to the establishment of such a Joint Power Agreement which will take careful analysis by staff and Council ,, to im lement. Request for resolution authorization the formation of a joint powers agreement regarding energy - Assemblyman Stirling CI Y MAPJAGER RECOMMENDATION: The Federal Water and Power Act which governs is ri u ion o e era y generated hydroelectric power gives preference to publicly owned utilities and therefore the privately owned utilities, such as San Diego Gas and Electric, get power that is left over, if any. If more of the cheaply generated hydroelectric power can be made available to SDGE, it could help stabilize electric rates in San Diego County. I would appreciate your placing on the Chula Vista City Council Agenda the issue possibly adopting a resolution authorizing the formation of a joint ers agreement regarding energy. As you probably know, the Federal Water and Power Act which governs t e distribution process of Federally-generated hydroelectric power gives p eference to certain types of customers. Publically-owned utilities take p eference over privately-owned utilities and leave a utility like SDG&E i a position of bargaining for what is left after preference customers h ve their day. It is reasonable to argue that an appropriately executed joint powers reement could meet the federal definition and give San Diego area residents equitable distribution of hydroelectricity from facilities that their >< dollars helped to build. Obviously, such an effort would require not ly the close cooperation of the cities in the SDG&E service area but also SDG&E Board and the congressional delegation. I have asked Mayor George iley, Chairman of the SANDAG Board of Directors, to place this issue their agenda so that they could provide a central point of contact. t .~ Your cooperation would be most appreciated.
