On July 13, 1981 the City received a petition from the Otay Land Company fora proposed
reorgan zation involving the annexation of approximately 664 acres of vacant territory
to the ity of Chula Vista and detachment of said territory from the San Diego County
Flood C ntrol District - Zone 3. The proposal area is shown on Exhibit A of this report.
On Marc 1, 1982 LAFCO conducted a public hearing for this proposal, adopted a resolution
approvi g the annexation, and authorized the City to initiate proceedings. Pursuant to
Governor nt Code Section 56430 et seq. (District Reorganization Act), the City is now
require to give notice and hold a public hearing,
RECOMMENDATION: That Council:
Adopt a resolution initiating reorganization proceedings and setting a public hearing
for May 18, 1982 to consider the proposed "Bonita Long Canyon Estates Reorganization."

DISCUSSaON
1. This proposal to annex approximately 664 acres of vacant, uninhabited territory
was ini fated by 100% of the involved property owners for the purpose of obtaining
municip 1 level services i'or a proposed T~dnd development,
2. ~C~eneral Plan and prezoning.
The proposal area is included in the County's Sweetwater Community Plan, which
designa es the project site for residential development (1 dwelling unit/1, 2 and 4
acres). The plan diagram of the Chula Vista General Plan designates the area low density
residen ial (1 - 3 dwelling units/acre).
Cur ently, the County zoning for the area is S-90-2 (holding area) and R-R-.5 (rural
residen ial, 2 acre lot size). The City Council, on October 5, 1971, adopted Ordinance
No. 1363 prezoning the territory P-C Planned Community in conjunction with the Sweetwater
Valley prezoning program.
3.~ Environmental Review/Development Plans.
On May 26, 1981 Council adopted companion resolutions for the proposed Bonita Long
Canyon Estates land development project as follows: Resolution No. 10469, approving
Sectio al Planning Area plan; Resolution No. 10470, approving tentative subdivision map
(Chula Vista Tract 81-4); and Resolution No. 10471, adopting CEQA findings for the
