A. BACKGROUND:
The applicant has submitted a tentative subdivision map known as Rio
Otay Industrial Park, Chula Vista Tract 82-11 in order to subdivide 40.7 acres
loca ed at 4826 Otay Valley Road in the I-P (General Industrial subject to a
prec'se plan) into 22 industrial lots.
On March 17, 1982 the Planning Commission adopted the Conditioned
Nega ive Declaration issued on IS-82-20 which is herewith forwarded for City
Cou it adoption.
B. RECOMMENDATION: Concur with Planning Commission recommendation.
C. PLANNING COMMISSION RECOMMENDATION: On March 17, 1982 the Planning

the tentative map for Rio Otay Industrial Park, Chula Vista Tract 82-11 in
acc rdance with Resolution PCS-82-11.

2. Existing Site Characteristics.
The subject property is presently the site of the Omar Rendering
t and consists of three parcels located on the north side of Otay Valley
approximately 580 feet east of Brandywine Avenue. The majority of the
has recently been graded as part of a program to cover waste material
ed in the ground over a period of years by the rendering plant. Existing

stru tures include the rendering plant and three single family dwellings. The
prop rty ranges in elevation from 130 feet at Otay Valley Road to 250 feet at
the ortherly boundary line.
Tentative Map.
a. The developer intends to subdivide the property into 22
indu trial lots ranging from approximately 42,500 sq. feet to 195,000 sq. feet
in a ea. The usable area of the lots range from approximately 34,000 sq. feet
to 118,000 sq. feet ( the minimum 1 of size i n the I zone i s 20, 000 sq. feet) .
The lots will be served by two new cul-de-sac streets which meet the
esta lished industrial street standard width of 68 feet. The westerly street
will serve 17 lots whereas the easterly street will serve the remaining 5 lots
whic includes the lot upon which the Omar Rendering Plant is located. Other
stre t improvements include the widening and improvement of the north side of
Otay Valley Road.
b. Hazardous waste material has been buried in the area of Lot 5.
The material has been capped with a clay covering and dirt and controls have
been placed on the use of Lot 5 by the State Department of Health Services.
Pri to the development of Lot 5 the developer will be required to submit
evi nce that the State has cleared the proposed project. Because grading on
Lot 5 i s not permitted, access to the 1 of wi 11 be provided across Lot 6 even
though Lot 5 fronts on a proposed street.
Future Development.
As indicated earlier the property is zoned I-P thus requiring a
precise plan for the development of each parcel. At the present time the
dev Loper has not proposed development of any of the lots. The underlying
industrial zone would allow lots 1, 17 and 22 to develop with 15 foot setbacks
adj ent to Otay Valley Road. However, the Planning Department is currently
stu ing the entire Otay Valley Road Area east of I-805 and will be
rec ending the establishment of guidelines to attempt to bring about quality
development in the near future.
