facilitate construction of street improvements

City Council at its meeting on March 9, 1982 accepted a
rt on the needed improvements at the intersection of Woodlawn
"H" and authorized the staff to advertise for bids for
ovement of the intersection. Staff has prepared plans for
truction of this project. It is my
REC MMENDATION: That City Council authorize the City Engineer to
all w the closure of Woodlawn Avenue for up to a two week period
of ime during the construction of the improvements.

DIS(IUSSION:
Sin e the opening of the transit center at the northwest corner
of H" Street and Woodlawn Avenue, the pavement on Woodlawn
Ave ue has broken up and failed due to the heavy bus traffic.
The existing subgrade and structural street section (pavement) is
not adequate to sustain these type of wheel loadings. On March
9, 982, the City Council accepted a report about the needed
imp ovements at the intersection of Woodlawn and "H" Street.
Cou cil at this time, authorized staff to prepare plans and
adv rtise for bids.
Eng neering staff has completed the design for the reconstruction
of he pavement in Woodlawn Avenue. The major scope of the
pro ect involves the removal of existing pavement, excavation and
pre aration of subgrade to receive 14 inches of deep lift asphalt
con rete. The new structural street section will be adequate to
sus ain the loads placed upon the pavement by the buses.

oodlawn Avenue. The question arises whether or not to divide
project into phases of construction to maintain traffic on
pawn Avenue or to close Woodlawn Avenue to traffic for a
t period of tim e for the purpose of expediting the completion
he project and decrease total contract cost.

Eng'neering staff is recommending that Woodlawn Avenue be closed
to hru traffic at the intersection of "H" Street for a maximum
per od of two weeks. If Woodlawn Avenue is closed to thru
tra fic and the contractor has good weather during this period,
it s reasonable to expect the contractor to complete the paving
por ion of work in Woodlawn Avenue within 5 working days.
All wing for unforeseen circumstances, staff feels that a maximum
per od of 2 weeks for the closing of Woodlawn Avenue would be
ade uate. Staff is recommending the closure of Woodlawn Avenue
for several reasons:
1. Closing of Woodlawn Avenue will shorten the total contract
time. Thus, decreasing the time that vehicular and bus
traffic will be disrupted.
2. The closing of Woodlawn Avenue will decrease the total
construction costs for the project. The contractor will be
able to do the paving work in one operation, he will be able
to work faster and do a better job, and he will not have to
be concerned with handling traffic on Woodlawn Avenue during
the pavement reconstruction phase of the project.
If the contractor has to phase his contruction in order to
acc mmodate traffic on Woodlawn Avenue, then staff estimates that
it ill take the contractor at least 2 weeks longer to complete
the project than it would if Woodlawn Avenue were closed.
The Transit Coordinator has indicated that it would be possible
to e-route the buses in such a fashion that Woodlawn Avenue
wou d not have to be used during the closure. He has also
con acted the San Diego Transit District and has received
ass rances from them that they also could operate with the
clo ure of Woodlawn Avenue for a short period of time.
Spe ial wording will be placed in the specifications to ensure
tha adequate signing for the motoring public will be placed as
nee ed to ensure access to the Park and Ride parking lot and to
the residents along Woodlawn Avenue. Strict timing requirements
wil be placed in the specifications regarding the length of time
for which Woodlawn Avenue may be closed.
Acc ss to the Park and Ride facility at the transit center and to
the apartments along Woodlawn Avenue will be provided via
Bro d way, Oaklawn Avenue and "G" Street. A plat is attached
whi h shows these routes.
