COUNCIL AGENDA STATEMENT Item 6 Meeting Date x-13-82 Resolution /0 ~,9~uthorizing the Purchase of a Water Treatment Control Unit for Loma Vefrde Pool Director of Parks and Recreation ~ ~ ~ (4/5ths Vote: Yes No X ) ,' ~, Approx' tely twelve years ago, Council authorized the purchase of a Strantrol Water Tres t Unit for Loma Verde Pool. This unit has given excellent service but has reached a point where it is no longer economical to maintain. The Parks and Recreation Dep is plan for this unit's replacement was to include a request for a new unit in the fiscal year 1982-83 budget. However, the unit requires extensive repairs, so ,~ rather spend funds for repairs, the department is requesting Council's authorization to purc se the new unit now. It is my; ~ RFJC TION That Co cil authorize the purchase of a replacement Strantrol Unit for Lana Verde Pool. ,• BOARDS COMMISSIONS RECOMNIQ~]DATION: N/A ` DISCUSS ON: The man 1 application of chlorine and soda ash to swimming pools has always been a problem. To prey nt over or under application of chemicals in a swimming pool, constant water test- ,• ing and chani.cal applications. in the exact amounts is required. The satisfactory perfor- mance o these manual tasks is extremely difficult and often results in wasted chemicals. r To over one the monitoring and application problems, the Strantrol Corporation developed a comput control device to monitor and apply chemicals twenty-four hours a day in exactly the-pro r amounts. The City Council authorized the installation of these units in the Park Wa and Lana Verde Pools. The Strantrol Unit at Loma Verde Pool has been used very success ully, but has now reached a point where; 1) .replacement is imminent due to corrosion_ and; 2) it is riot economically sound to make repairs. The new Strantrol Units have been canpletely redesigned. The latest units have a separate monitor control and recording sections. This new separation of functions coupled with an anti-co rosion cartridge that snits a protective vapor, increases the life of the units by as much as three times. Moreover, the electrodes i.n the new units cost about 1/3 as much as the resent unit electrodes and require no annual maintenance. Since extensive repairs are required on the old unit, the Parks & Recreation DepartmP.nt has consid ed the following three alternatives: _. Complete the repairs, and request a new unit in. the FY 1982-83 budget. ?. Lease a new unit. 3. Purchase a new unit now with Surplus funds fran Lana Verde Pool Solar Heating Project. Form A-113 (Rev. li/79) .. ,y Item... 6 -- Meeting Date 4=13-82 ~' Page Two r The minim~un cost to repair the old unit is $400. The lease of a new unit would +' inv lve a finance charge of approximately $1,260. The cost of the new unit is ti~ $4, 00. EKEt.Enterprises, the distributor for the Strantrol Units, have offered to eplace the old unit for $3,400., which includes a $1,400 trade-in on the old Str trol Unit. The total cost for replacing the old unit is approximately $3,600, inc uding sales tax. ~' Alt rnative "3" appears to be the most cost effective approach. Accordingly, I am ecea~nending this alternative, and requesting Council approval to Purchase the new Strantrol Unit for Loma. Verde Pool. FI IMPACT: r. _, w ~~ .
