T e staff has recommended that an ordinance be adopted modifying the additional b siness license levy to relieve what some members of the professional service 1 Gated within the improvement district feel to be an inequitable burden for a 1 cense fee essentially designated to promote retail sales in the area. A the present time, the position of the Downtown District Board of Directors i to reject any modification of the existing ordinance. The Finance Director h s prepared a detailed report to the City Manager on this subject and con- e uded that a compromise propasal is desirable. The Mayor, City Attorney and D rector of Finance will meet with the Downtown District Board of Directors o Tuesday morning to fully explain the proposal that will be before the C uncil. 0 Form A~113 (Rev. 11/79) • RESOLUTION N0. PCZ-82-C RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE REZONING OF PROPERTY AT 288 AND 290. DEL MAR FROM R-3 TO C-0 1 WHEREAS, a duly verified application for the rezoning of property was filed with the Planning Department by Joseph A. Casey, D.D.S. on October 23, X81, application No. PCZ-82-C, and WHEREAS, said application requested a change of zone of property at 38 and 290 Del Mar from R-3 to C-0, and WHEREAS, the request is exempt from environmental review as a class 1(n) e emption, and WHEREAS, the City Planning Commission set the time and place for a hearing o said zone change, and notice of said hearing, together with its purpose was g ven by the publication in a newspaper of general circulation in the City at 1 ast 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at the time and place as advertised, namely 7:00 p.m., December 2, 1981, before the Planning Commission and said hearing was 1. From facts presented to the Planning Commission, the Commission finds • th t public necessity, convenience, general welfare and good zoning practice su port the change of zoning for property at 288-290 Del Mar from R-3 to C-0. 2. The Planning Commission recommends to the City Council that said change of be reafter closed. NOW, THEREFORE, 3E IT RESOLVED AS FOLLOWS: zoning be approved. 3. That this resolution be transmitted to the City Counc it and a copy sent to the applicant.
