A 2:00 p.m. on February 17, 1982, in Conference Room 3 in the
P blic Services Building, the City Engineer received sealed bids
f r "Street improvements, Third Avenue from "F" Street to "G"
S reet in the City of Chula Vista, California". The scope of the
project includes construction of curbs, gutters, sidewalks,
d costive concrete, split pavers or stamped concrete, sidewalk
r m ps, driveways, asphalt concrete pavement, cement treated base,
p anter boxes, drainage facilites, traffic signal modifications,
i stallation of grate, frame and tree guards, irrigation system,
e ectrical work and street tree planning. It is my
RECOMMENDATION: That City Council award the contract for
a ternate B utilizing stamped concrete. With this alternative,
I recommend the Council:
Authorize the expenditure of $550,000 from the following
four accounts:
a. Third Avenue improvements - account no.
630-6300-BG10 3 $125,000.00
b. Third Avenue im provements - account no.
633-6330-BG86 $ 6,000.00
c. Third Avenue improvements - account no.
634-6340-BG86 $211,101.32
d. Third Avenue improvements, " F" to "G" -
account no. - 995-9950-BF02 $207,898.68
. Accept bids and award contract to L.R. Hubbard Construction
Co., Inc., San Diego in the amount of $487,324.50.
~wever, should the City Council prefer to use the pavers,

he low bid by L.R. Hubbard Construction Co., Inc. for Alternate
is below the engineer's estimate of $595,864 by $35,724.10 or 6
~rcent. The low bid for Alternate B was also submitted by L.R.
ubbard Construction Co., Inc. and is belo w the engineer's
stimate of $554,255 by $56,930.50 or 12 percent. We have
eviewed the low bids for both alternate A and Band find them to
e acceptable.
ederal Department of Housing & Urban Development has approved
he to w bidder's eligibility to participate in a Federally
financed block grant project.
he City Landscape Architect, Principal Planner and Project
ngineer toured sites that have been constructed by the
uccessful bidder of Alternate A & B (tile pavers and stamped

ie meeting. They were impressed with both the stamped concrete
id the the pavers. Both contractors do beautiful work.
-wever, due to the difference of $73,000 in cost between
ternates A & B, we recommend the lower cost alternate (stamped
-ncrete) .
ie construction of the stamped concrete on this project differs
~om that installed on Third Avenue between "E" and "F" Street in
~veral aspects:

The color is integral throughout the thickness of the
concrete rather than just on the surface. If it is chipped
the white concrete color will not show.
2. The crosswalks are being constructed with steel
reinforcement. The concrete bands on the sides and a
concrete slab under the stamped concrete is one integral
unit. On the previous project the concrete bands were
placed separately and not tied together with steel
reinforcement to the stamped concrete. This has allowed
some movement of the concrete and has caused some of the
cracking which has occurred.
We visited four sites where the subcontractor doing the stamped
c ncrete work for Hubbard Construction has performed the work.
T ese sites were Heritage Park in Old Town, the entry road to
C ronado Cays, Coronado Shores, and some work in Presidio Place -
c ndo complex. We also visited two sites where the subcontractor
d ing the pavers has performed the work. These were at Fashion
V lley Shopping Center and the Town Centre Building here in Chula
ista. Color slides of the work at these sites were taken and
a e available for Council viewing.
FINANCIAL STATEMENT: Adequate funds are available for
c nstruction of either Alternate A (tile pavers) or Alternate B
( tamped concrete). Below is a summary of project funding.
