At 2:00 p.m. on February 17, 1982 in Conference Room 3 in the
Pu lic Services Building, the City Engineer received seale d bids
fo construction of a concrete lined channel between Third Avenue
an "G" Street in the City of Chula Vista, California. The scope
of the project includes excavation, placement of concrete, steel
re nforcement and installation of barricades and other
mi cellaneous work. It is my
RE OMMENDATION: That Council:
1. Authorize the expenditure of $24,100 from the following two
accounts:
a. Storm Drain - Third Avenue & Parkway Account No. 633-
6330-BG69 - $15,625.53.
b. Central Storm Drain Account No. 630-6300-BG69 -
$8,474.47.
2. Accept bids and award contract to B. W. Nash DBA: Silver
Strand Cement Contractors, San Diego in the amount of
$21,840.81.

Th to w bid submitted by B.W. Nash DBA: Silver Strand Cement
Co tractors is below the engineer's estimate of $44,420 by
$2 ,579.19 or 51 percent. We have reviewed the bid and find it
to be acceptable.
Th Federal Department of Housing and Urban Development has
ap roved the low bidder's eligibility to participate in a
Fe erally financed block grant project.
Th City Council by Resolution 10681 approved the submission of
an amendment to the FY1981-82 community development block grant
pr gram to the Department of Housing & Urban Development and
au horized the Mayor to execute documents relating to same. The
co struction of this drainage channel was part of this program
mo ification. HUD has approved the modification in the 1981-82
Co munity Development Block Grant Program.
