ITEM TIT E: ordinance 1973 -Adding a new Title 20 to the Chula Vista Municipal Code ~~ entitled "Energy Conservation Regulations - First reading S~(Q1VV ~EHUIiVU /-l1VU r~UV(r l lii~w SUBMITTE BY: Director of Building and Housin (4/5ths Vote: Yes No x ) As a pa t of an overall City energy conservation, on May 12, 1981, an ordinance requiring the sol r heating of domestic hot water and swimming pool water was presented to the City Council Because of the testimony given, the Council directed the ordinance to be held over fo one week for public input. On May 9, 1981, the City Council held a public hearing to take testimony on adopting the ordinan e. After hearing testimony from several representatives of industry, Council directe staff to meet with those persons that had a concern relative to the adoption of the rdinance. A Council Conference was set for November 12, 1981. At that conference I recom ended to the City Council that due to the high cost of housing, a requirement for pre-plu bing for future solar water heating systems be mandatory. Representatives of industr agreed with this in general, with the exception of one particular portion. The Council directed staff to prepare a pre-plumbing ordinance. RECOMMENDATION: That Council Put thelordinance on its first reading and adopt. MMISSION RECOMMENDATION: At their} meeting of April 20, 1981, the Resources Conservation Commission recommended adoption of a solar energy ordinance. The primary objection was raised by Dick Brown in pre-plumbing not terrnin~ting in the attic space.; We have resolved this by that all new buildings be pre-plumbed with the plumbing extending through the the slope of the roof is less than 4 inches in 12 inches, and when the roof is of clay or concrete tile. Attic areas of buildings that have a slope of 4 inches in 12 inches do not have enough room for a plumber to work in, hence n for extending the pre-plumbing through the roof.
