This petition su ports a plan adopted by the California Peace Officers' Association and wh ch is for the benefit of all public safety agencies. The petition is being op osed primarily by the entertainment and television industry. The Ca ifornia Peace Officers' Association has requested all state public safety ag ncies to seek a supporting resolution from their governing bodies. Th refore, it is my RE OMMENDATION: That the City Council adopt the resolution in support of th petition. B RDS/COMMISSIONS RECOMMENDATION: N.A. DISCUSSION: P esently we have only one radio channel each for Police and Fire use. The F re channel is a County mutual aid frequency shared with several other fire a encies. Our greatest problem is attempting to handle an ever-increasing d mand for service and still handle major incidents, tactical problems and d sasters with but one frequency each for Police and Fire. We urgently need a t ctical frequency which will allow covering the unusual events while still m intaining routine communications. Presently, at night, when calls for s rvice are generally greater in number and urgency, we are able to use the P blic Works frequency. To date we have been able to do this without too much d fficuWto~kshresvonseShthey would be unable~tonrelinqui h~their~lfrequencynvolve P blic P W have requested an additional frequency for Police use, but we are advised n ne are presently available. On occasion we have used CLEMARS in an e ergency situation, but limited antenna height and a multitude of agencies ing for the frequency preclude the ready availability of a clear channel. ost public safety agencies do not realize their potential need At this time i for they additional find that adio frequencies until a specific r no additional ith ses. need ar frequencies available or that the only e here are e vailable frequency must be shared with other agencies. Often re not compatible h they wit find that h existing ey a ome frequencies are available but t that additional or replacement ~rad~fios' be i i `purch'ased: ng r adios, thereby requ he Sheriff's petition specifically addresses these problems.
