low bid by G. Spikes Masonry & Cement Contractor is below the
ineer's estimate of $22,328.50 by $8,484.15 or 38 percent. We
e reviewed the bid and find it be acceptable.
Th Federal Department of Housing and Urban Development has
ap roved the low bidder's eligibility to participate in a
Federally financed Block Grant project.
In the current budget, Block Grant funds had been appropriated
fo the construction of sidewalk ramps in several neighborhood
strategy areas. To serve the Mueller School area, we proposed to
co plete the construction of ramps on "I" Street between Mueller
Sc ool and Broadway thus utilizing most of the funds budgeted.
The a request by the Human Relations Commission brought to our
at ention the need for ramps on "F" Street to serve the
Collingwood convalescent home on the north side of "F" Street
be weep Ash Avenue and Beech Avenue. There are several people
wi hin this convalescent home in wheelchairs and with other
walking disabilities who make trips to the Civic Center, Library
an commercial areas on Third Avenue and Broadway. To serve
th se people, it is appropriate to install ramps on the north
side of "F" Street.
The City Council at its m eeting on September 22, 1981, accepted a
re ort which authorized the staff to expand the scope of the
bud eted project to include construction of additional ramps on
"F" Street and a cross gutter at the intersection of Fifth and
"F" Street. The cost of constructing these additional
im rovements were to be financed from Block Grant (local option)
funds. Based on the unit prices of the low bid, the cost of the
additional improvements of "F" Street amounted to $10,887.00.
A slide is available for Council vie wing sho wing the location of
the wheelchair ramps to be constructed.
FISCAL IMPACT:
Ade uate funds are available for construction of this project if
the Council authorizes the transfer of monies from Block Grant
(lo al option) fund .
