IT TITLE: Resolution /0773 Reaffirming the City's support
of the I-5/State Route 54 Freeway and the
Sweetwater Flood Control Project

Chu a Vista has been interested in the Sweetwater Flood Control
project since 1964. By Resolution No. 3584, dated December 8,
196 Chula Vista declared that the north alignment of the State
Hig way Route 54 incorporating provisions for a flood control
channel would best serve the interests of Chula Vista.
Res lution No. 3668, dated April ~,, 1965, expressed support of
the Sweetwater Flood Control program being considered by the
Cor s of Engineers. This resolution further requested that the
Cou ty Board of Supervisors give the assurances of local
coo eration necessary for construction of the project. Since
tha time there has been a series of resolutions and studies
fur her supporting this project. It is my
REC MMENDATION: That Council approve the resolution reaffirming
the joint freeway flood control project.

of he project. On October 2, 1979, Council by a 4-1 motion
acc pted the staff re port in support of the joint freeway flood
cont rol project.
In further support of the project, the City has taken actions to
del to certain portions of our original Bayfront development
prog am from the flood control project in order to not jepordize
the lood control project. These actions removed concerns in the
Corp Environmental Impact statement.
We greed to drop the ramps to Tidelands Avenue by formal
reso ution. This was with the understanding that Caltrans would
pure ase the right-of-way for the future alignment of Tidelands
Aven e and hold in abeyance until the final determination was
made on the City's Bayfront project. We further agree to delete
the idelands Avenue bridge from theflood control project. This

wa with the knowledge that the bridge was the responsibility of
the local agencies anyway. Dropping of the bridge allowed us to
del y final developmental decisions on the "D" Street fill.

ding problems that we have experienced in the Sweetwater
ley. There is extreme congestion daily on the I-5 freeway
aeen Chula Vista and National City which will be greatly
~viated by the construction of this project. I recommend that
Council give its strongest support to this project.
