Therefore, it is my DATION: That Council Adopt this resolution establishing a policy for Senior Housing Developments. /COMPIISSIONS RECOMMENDATION: The A fordable Housing Subcommittee of the Human Relations Commission has reviewed the p oposed policy on January 27, 1982, and has recommended its adoption as currently formu ated. DISCUSSION: The S nior Housing Developments Zoning Text Amendment was adopted to provide more oppor unities for developing a much needed housing resource--affordable senior housing units. It takes into account the particular dwelling characteristics which distinguish senio housing from family housing, recognizing that all the normal zoning standards are n t appropriate to apply to senior developments. Throu h the conditional use permit process, the Planning Commission and the City Counc'1 may choose to make exceptions to density, off-street parking, minimum lot size, open space, required setbacks, building height, yard areas and other standards as de med appropriate. The provision of an adequate living environment both within the d velopment and on nearby properties is the overriding standard applied to such appli ations. The C ty has recently received the first two applications for such developments. It seems appropriate at this time, then, to establish a policy which can be applied to all s ch applications regarding their satisfaction of the use requirement that such units be "established and maintained for the exclusive use of low or moderate-income senio residents." Attac ed is a proposed policy which establishes the eligibility standards for achieving the d sired use. Those eligibility standards are age requirements, income levels, incom certification, unit rental rate, and preservation of affordability. The fol- lowin point should be made regarding the eligibility standards: 1. Age requirements: the age level used is consistent with the state definition of elderly. Income levels:. the max-±mum eligible income used, 80% of the area median income, reflects the HUD standard for low and moderate-income households. The ~ollowing is an example of how proposed policy would apply to one-bedroom units usin the existing area median income: 1. Current income levels: One person $13,440 Two persons $15,360 FI 2. Current one-bedroom rental rate: The maximum allowable rent would be 327, less a utility allowance ranging from $21-$37. IAL IMPACT: A sm 11 amount of staff time would be required for monitoring compliance.
