SUBMITT D BY: Director of Parks and Recreation~~~ ~ (4/5ths Vote: Yes X No ) The land Gaped traffic islands located at the intersections of "E", "H", and "J" Streets and I-5 ve proved to be very difficult to maintain due primarily to exhaust fumes caused by heavy vehicle traffic in the vicinity of the islands. The islands' landscape materials and the rrigation systems were not sturdy enough to withstand the adverse environment found at these three busy intersections. Redesign and reconstruction of the islands, to provide materials and systems to withstand the env' onment, has been planned for several years, but these plans were postponed until the Metr politan Transit Development Board (P1TDB) completed construction of the San Diego Trolley acks. The MTDB trolley track construction has been cmpleted, and Parks and Recreati n Department and the Landscape Architect are proposing a project to rejuvenate the "E", "H", and "J" Street Islands. It is my; That Council approve reconstruction of "E", "H" and "J" Street Islands using a proposed paver plan and appropriation-$8,410 for the construction work. While this irrigation system dscape material appeared to be a good solution at the time it was installed, it ived in the heavy vehicle environment. Moreover, MTDB damaged sane parts ands during the course of their track installation. In this regard, MTDB has City a purchase order in the amount of $1,200 to cover the cost of this damage. ds can be restored to their predamaged condition with a similar irrigation the plant material that existed prior to the MTDB damage for approximately owever, amore functional landscaping plan, which will cost less to maintain, roposed. • Form A-113 (Rev. 11/79) ITEM ~ 10 Meeting DATE 1-26-82 PAGE Two The City's Landscape Architect has prepared three alternative plans for Council con ideration. The three plans are ccanposed of a mixture of hardscaped areas and planted areas. Each plan uses the same amount of irrigated planter area; pl ted with Shore Juniper, and the same amount of hardscape. Included as an it are schematic plans for each of the three Islands. The only difference in 3 alternatives is handscape material and consequently the cost of each pl Also included as an exhibit is a dimension and cost data sheet which de- tai s the cost comparison for the following 3 hardscape materials: MATERIAL COST Pavers $ 8,810 Chips 1,650 Concrete 9,980 Ma~ tenance Costs for the three alternatives will be approximately the same; h ver, the paver plan is more aesthetically pleasing, and since the islands are in the entrances to the City from I-5, I am proposing the paver alternative. A r solution approving this alternative and appropriating funds for construction has Leen prepared for Council consideration. I:n the event Council decides to sel t another alternative, the cost for each alternative is listed above.
