Hartson to Med-Trans SUBMITT~O BY: CITY ATTORNEY (4/5ths Vote: Yes No X ) The Ci y of Chula Vista presently contracts with Hartson Ambulance Service to provide parame is services and to handle all police emergency services. In order to insure the co tinued high level of both said services, the City in said contracts reserves the ri t to consent to any assignment of the contracts or any right or interests thereu der. It is now proposed that both of said contracts be assigned to Med-Trans, a limited partnership. TION: Adopt Resolution consenting to assignment and authorizing the Mayor to execute same BOARD/COMMISSION RECOMMENDATION: n/a DISCUSSION: The Ci y generally reserves the right to consent to assignment of any contract for profes Tonal services to insure that the competency of the assignee will be equal to tha of the person who had originally obtained the agreement. The City cannot, of cou se, prevent any person from disposing of their property interests in a business or pro essional enterprise, but in the event that the assignee in some manner is object'onable because of inadequate financial responsbility or experience, the City would ertainly wish to reserve the right to find another professional service that would eet these fundamental requirements. In on finally granting a certificate for the operation of an ambulance business in the Ci y of Chula Vista, the City Manager is required to cause an investigation to be mad to ascertain the financial responsibility and experience of the applicant. In the present situation, the limited partnership to which Hartson Ambulance Service intend to assign its interest is composed of two men who have acted in executive and ad inistrative capacities with the ambulance service for some time and have skills and experience which clearly qualify them to continue the business that they a e, in fact, operating at present. The third general partner is a highly respec ed attorney in the City of San Diego thus giving further evidence and weight to the requirement of financial responsibility. Based ~pon the record and all documentation provided, the City Attorney has recommended to the City Manager that the City consent to the proposed assignment.
